Abstract
Penelitian ini bertujuan untuk mengetahui tata kelola industri kecil dan menengah alas kaki Kecamatan Sooko oleh dinas perindustrian dan perdagangan Kabupaten Mojokerto. Metode penelitian ini adalah penelitian deskriptif dengan pendekatan kualitatif. Pengumpulan data dilakukan dengan teknik observasi, wawancara, dan dokumentasi. Selanjutnya data yang diperoleh dianalisa dengan menggunakan 8 (delapan) karakteristik dari teori good governance. Hasil dari penelitian dilapangan adalah, pertama karakteristik partisipasi, partisipasi yang dilakukan masyarakat melalui 3 (tiga) cara yaitu, partisipasi melalui musrembang, partisipasi melalui kelompok, partisipasi individu. Kedua adalah supremasi hukum, dalam tata kelolah dinas perindusrian dan perdagangan menggunakan undang-undang nomor 3 tahun 2014. Ketiga adalah transparasi, transparansi yang dilakukan oleh dinas perindustrian dan perdagangan dalam tata kelola industri kecil dan menengah alas kaki adalah transparansi langsung dan transparasi tidak langsung. Keempat adalah Responsif, responsif yang dimaksud adalah pelayanan yang diberikan dalam tata kelola industri kecil dan menengah alas kaki yaitu pelayanan berupa pelayanan publik dan pelayanan program pelatihan. Kelima yang dimaksud berorientasi pada consensus adalah kerjasama antar aktor yang terlibat, aktor yang terlibat adalah pihak eksternal dan internal. Keenam adalah keadilan, dalam memberikan pelayanan publik dan pelayanan program pelatihan dinas perindustrian dan perdagangan sudah adil tidak ada yang dibedakan. Selanjutnya yang ketujuh adalah efektif dan efesiensi, pencapaian dalam tata kelola industrian kecil dan menengah alas kak. Terakhir yang kedelapan akuntabilitas, akuntabilitas adalah pelaporan kinerja dinas perindustrian dan perdagangan dalam tata kelola alas kaki.
English Abstract
This research aimed to investigate the footwear small and medium industry governance in Sooko Subdistrict by industry and trade agency of Mojokerto Regency. The research methodology used in this research was descriptive through qualitative approach. The data collection was performed through observation technique, interview, and documentation. Afterwards, the obtained data was analyzed using 8 (eight) characteristics of good governance theory. The research results in the field were described as follows. The first was participation characteristics in which the participation performed by the society were through 3 (three) ways, namely, participation through community consultations on development planning, participation through group, and individual participation. The second was rule of law in which in governance industry and trade agency used Law No. 3/2014. The third was transparency in which the transparency performed by industry and trade agency in the footwear small and medium industry governance was direct and indirect transparency. The fourth was responsiveness which meant the service given in the footwear small and medium industry governance was the service in the form of public service and training program service. The fifth was consensus oriented which meant the cooperation among agents involved, the agents of whom were from external and internal parties. The sixth was equity which meant in giving the public service and the program service training, the industry and trade agency were already equitable, no different treatment. The seventh was effectiveness and efficiency which meant achievement in footwear small and medium industry governance. The eighth which was the last characteristic was accountability which meant the performance report of industry and trade in footwear governance.
