Abstract
Korea Selatan dan Korea Utara memiliki hubungan dan fase yang naik turun sejak kedua Negara terpisah pasca perang Korea. Perdamaian yang belum bisa didapatkan di semenanjung Korea membuat pemerintah Korea Selatan membuat sebuah kebijakan unifikasi yang dikenal sebagai Sunshine Policy. Implementasi kebijakan ini menghasilkan sebuah kerjasama ekonomi yaitu Kaesong Industrial Complex. Korea Selatan dan Korea Utara masing-masing memiliki andil didalam kawasan ini dan diharapkan menjadi jembatan menuju unifikasi Korea. Namun pada tahun 2016, Korea Selatan secara sepihak menutup Kaesong Industrial Complex. Hal ini terjadi karena ada perubahan pada lingkungan internal dan eksternal Korea Selatan yang kemudian akan dianalisis menggunakan konsep Adaptive Behavior.
English Abstract
South Korea and North Korea have many ups and downs phase since the two countries were separated after the Korean war. The absence of peace on the Korean peninsula made the South Korean government established an unification policy known as Sunshine Policy. The implementation from this policy resulted in an economic cooperation namely Kaesong Industrial Complex. Both South dan North Korea each have roles within the industrial complex and expected to lead to unification of two Koreas. But in 2016, South Korea decided to close Kaesong Industrial complex unilaterally due to changes in South Korea’s internal and external environment. South Korea’s policy on closing Kaesong Industrial Complex will be analyze by using the Adaptive Behavior.
