Abstract
Adanya serangan bom di Kota Paris pada tahun 2015 yang diakui dilakukan oleh kelompok teroris ISIS, membuat Pemerintah Amerika Serikat meminta negara anggota Koalisi Global Melawan ISIS yang dipimpinnya untuk meningkatkan jumlah pasukan militer negara anggota tersebut di Timur Tengah. Namun Australia di bawah pemerintahan Perdana Menteri Malcolm Turnbull sebagai negara sekutu Amerika Serikat dan juga anggota dari Koalisi Global Melawan ISIS, pada awal tahun 2016 menyatakan kebijakan bahwa menolak permintaan Amerika Serikat untuk menambah jumlah pasukan ADF mereka di Timur Tengah. Penelitian ini bertujuan untuk mencari tahu dan menjelasakan alasan di balik kebijakan penolakan oleh Pemerintah Australia tersebut. Menggunakan konsep proses pengambilan kebijakan luar negeri milik Graham T. Allison, penelitian ini akan mencoba menganalisis penggunanan tiga model milik Allsion yaitu: Rational Actor Model, Organizational Process Model dan Bureaucratic Politic Model dalam kebijakan penolakan penambahan jumlah pasukan militer di Timur Tengah oleh Pemerintah Australia.
English Abstract
The Paris bomb attack in 2015 recognized by ISIS terrorist groups, made the United States Government asked the member countries of the Global Coalition Against ISIS he led to increase the number of military forces of that member country in the Middle East. But Australia under Prime Minister Malcolm Turnbull's government as an ally of the United States and also a member of the Global Coalition Against ISIS, in early 2016 declared a policy that rejected US requests to increase the number of their ADF troops in the Middle East. This study aims to find out and explain the reasons behind the policy of rejection by the Australian Government. Using the concept of Graham T. Allison's foreign policy decision-making process, this research will try to analyze the use of Allsion's three models: Rational Actor Model, Organizational Process Model and Bureaucratic Politic Model in the refusal policy of increasing the number of military forces in the Middle East by the Australian Government.
