Abstract
Kegagalan kesepakatan panjang Doha Round, nama formal Doha Development Agenda, telah memberikan pengaruh pada pergeseran perjanjian kearah kesepakatan-kesepakatan perdagangan bilateral ataupun regional. Permasalahannya, peningkatan jumlah perjanjian perdagangan justru memberikan kompleksitas lain bagi Asia Pasifik seperti trade diversion dan noodle bowl effect. Inilah yang kemudian menyebabkan munculnya era baru kesepakatan regional perdagangan bebas yang lebih besar dan menyangkut regional dengan persebaran utama pada perdagangan dunia, yang disebut Megar Regional Trade Agreements (MRTAs). Trans-Pasific Partnership (TPP) yang dipimpin oleh Amerika Serikat dan Regional Comprehensive Economic Partnership (RCEP) dengan China sebagai motor utama menjadi MRTAs paling ambisius di Asia Pasifik. Dua Isu dalam kedua perjanjian tersebut adalah, sebagai jalan terwujudnya integrasi Asia Pasifik dan adanya perbedaan kepentingan ekonomi antara negara besar tersebut. Tujuan penelitian ini adalah untuk menjawab kedua isu tersebut serta pertimbangan keikutsertaan Indonesia diantara kedua MRTA tersebut. Metode yang digunakan dalam penelitian ini adalah Kualitatif dengan pendekatan deskriptif, Hasil penelitian menunjukkan bagaimana upaya integrasi sebenarnya telah dilakukan oleh Asia-Pasific Economic Cooperation (APEC) melalui Bogor Goals, FTAAP, hingga Beijing Roadmap. Meskipun begitu berbagai upaya integrasi tersebut akan menemui fakta rivalitas antara AS melalui TPP dengan latar belakang unilateral Hegemony dan China melalui RCEP dengan Cooperative Hegemony. Indonesia lebih mengutamakan perjanjian RCEP dibanding TPP atas dasar alasan ekonomi dan non-ekonomi.
English Abstract
The failure of a lengthy Doha Round deal, the formal name of the Doha Development Agenda, has had an effect on the derivation of bilateral or regional trade agreements. The problem is that an increasing number of trade agreements provide other complexities for Asia Pacific such as trade diversion and bowl effect noodles. This led to the development of a new era of greater and regional regional free trade deals with a major spread on world trade, called the Mega-Regional Trade Agreements (MRTAs). The US-led Trans-Pacific (TPP) Partnership and the Regional Comprehensive Economic Partnership (RCEP) with China as the main engine of the most ambitious MRTAs in Asia Pacific. The two issues in these two agreements are, as a way of realizing the integration of Asia Pacific and the existence of different economic interests between the big countries. The purpose of this study is to answer both issues and consider Indonesia's participation between the two MRTAs. The method used in this research is qualitative with descriptive approach. The results show how similar efforts have been done by Asia-Pacific Economic Cooperation (APEC) through Bogor Goals, FTAAP, until Beijing Roadmap. However, these integration efforts will overcome the rivalry between the US through TPP against the background of one-sided Hegemony and China through the RCEP with the Hegemony Cooperative. Indonesia prefers the position of RCEP over TPP on economic and non-economic grounds.
