English Abstract
The impact of climate change due the increasing greenhouse gases day by day being felt by human life, in Indonesia one of the main factors is the forest resources exploitation and land use-change that contribute more than 40 percent from total national emissions. Economic conditions are the main drivers of deforestation and land degradation by local communities to fullfil their daily needs. To tackle this problem , there is a global mechanism called REDD+ (Reducing Emissions from Deforestation and Degradation), an incentive given to any party that succeeds in reducing emissions and preserving the ecosystem, with various activities such as sustainable forest management, conservation effort and carbon Stock enhancement, in Indonesia the role of conservation one of pilot activities is located in Meru Betiri National Park, Jember, Southern East jawa. Looking the dynamics occurr during and after the project implementation, so this study describes in detail the evaluation of REDD+ program in Meru Betiri National Park (TMNB). The research method used is qualitative descriptive approach, research focus consist of two is REDD+ evaluation and, follow up activities after project finish, the research site is the MBNP Office, and some community leaders around the national park. The data collection technique by interview, observation, documentation. Data analysis using Miles and Huberman, Saldana model The research result showing there are several suitablity between the plan and program realization however there are several plan didn’t on time even to hadn’t realize because lack of technology support particulary for MRV application, explanation the relevance between the objectives and the results, there are several obstacle such as lack of coordination, and community understanding about climate change and forest resources, however the biggest supporting factor are stakeholder commitment and highly enthusiasm of local people that contribute to successful of project. and follow-up after REDD+ demonstration activities conducted by the national park such as continue empowering the community around the area, educate and raising awareness to local stakeholders and increasing patrol area. Future expectations of REDD+ and postactivities are to improve community welfare and increasing local participation in preventing deforestation, degradation and engage in maintaining resources and biodiversity in Meru Betiri National Park as well as other regional learning to take action on REDD + in addressing climate change by conservation community base.
