English Abstract
A good program can succeed in a policy made by the government. especially if it concerns policies required by public policy, including the policy of food, especially rice. One in charge of affairs related programs of food and rice is sub-Divre Perum Bulog Malang as one of the central branch of Perum Bulog. The program is a Government Food Reserve Program. In this thesis will be divided into 2 play objective. The first is the Evaluating the Government Food Reserve Program to Realizing the Regional Food Security in Malang. The second is, To know, describe and analyze the strategic issues and Recommendations Arise from the evaluation of the Government Programs Food Reserves Program in Realizing the Regional Food Security in Malang. The approach used in this thesis is qualitative with descriptive evaluation methods according to the existing sources. This study will reveal how the program impacts of food reserves in achieving food security in Malang area based focus of program evaluation indicators. The informants in this study were employees of Perum Bulog sub-Divre Malang and the program's beneficiaries through interviews and observation techniques in Perum Bulog office, warehouse and Society. From the interviews obtained, the researchers will identify strategic issues of what emerges from the existing problems. Which will be the recommendation at a time to see if the backup program this government has a definite contribution in realizing food security area. The main objective of this program there are 2 Market Stability and Disaster Management. In doing so, the program is run in tandem with the cooperation made by Perum Bulog and the Government. Perum Bulog as the administrator must always be ready to absorb and distribute rice. An important key of this program lies in the procurement and distribution division in Perum Bulog. Those who control and limit the flow of the rice distribution. The finding suggest that Perum Bulog should maximize the communication and implementation of the program to the beneficiaries through a partnership with the government. Also, Perum Bulog Bulog needs to maximize the commercial functions that Bulog operations remain stable without waiting for government assistance.
