Healthy Indonesia is one of the sustainable programs that are still put forward by the government. Health aspect is very crucial for the society because health has implication to quality of life and life expectancy. BPJS for Health Program is one of products of the government's breakthrough to handle health problems. It is expected to provide convenience for people with low incomes. The type of research that used is qualitative research. While the approach used is a study approach. Researchers conducted a study at Puskesmas Dinoyo Malang City. The location of the study was chosen because Puskesmas Dinoyo is a partner of BPJS that has complete health facilities for first-class health facilities category and serves patients from lower-class economy. The results of the implementation of health insurance policy by BPJS in Puskesmas Dinoyo Malang City are analyzed using public policy theory which aims to see how far the implementation of policy by BPJS, public perception also added in this research to understand the real condition who felt by society about health service at Puskesmas Dinoyo and implementation of health insurance policy by BPJS. And connected the principles of the implementation of health insurance policy by BPJS for health with Law 24 of 2011 about Social Security Providers in this study. It aims to ensure that the implementation of health insurance does not violate the rules in its implementation. Health services at Puskesmas Dinoyo have been categorized well, and received a good response from the community based on the indicators of public perception about the implementation of health insurance. While the implementation of health insurance by BPJS still needs improvement because it has not fully meet the principles that contained in Law 24 of 2011 on BPJS. Improvement of BPJS health insurance can be done through study of public perception as user of health facility.
