Abstract

Pelaksanaan pengaturan pembinaan dan pengawasan Pemerintah Kabupaten Pamekasan terhadap pengelolaan sampah sangat penting untuk dikaji dan dianalisis. Mengingat banyaknya masyarakat Kabupaten Pamekasan yang melakukan pengelolaan sampah menyimpang dari aturan-aturan yang telah ditetepakan didalam Peraturan Daerah Kabupaten Pamekasan Nomor 2 Tahun 2013 Tentang Pengelolaan Sampah. Dengan menggunakan teori efektivitas hukum, dapat ditarik kesimpulan bahwa hal tersebut terjadi karena adanaya lima faktor, yaitu : faktor hukumnya sendiri, penegak hukum, sarana prasarana, masyarakat dan budaya hukum.

English Abstract

Implementation of governance guidance and supervision Pamekasan Government to waste management is very important to be studied and analyzed. Given the many people of Pamekasan Regency who do waste management deviate from the rules that have been put forward in the Regional Regulation of Pamekasan Regency No. 2 of 2013 on Waste Management. By using the theory of legal effectiveness, it can be concluded that it occurs because of the five factors, namely: the legal factors themselves, law enforcement, infrastructure, society and legal culture.
