Abstract
Wujud dari kesejahteraan umum yaitu salah satunya peran aktif pemerintah dalam sector kesehatan. Otonomi Daerah sebagai konsekuensi pelaksanaan pasal 18 ayat (1), (2), dan (5) UUD NRI 1945 dimana daerah harus mengurus dan mengatur sendiri urusan Pemerintahannya. Dalam pelaksanaannya diperlukan pembiayaan yang dikeluarkan Daerah yang salah satunya diperoleh dari Pendapatan Asli Daerah. Pendapatan asli Daerah salah satunya diperoleh dari sector retribusi. Retribusi penunjang diagnostic merupakan salah satu jenis retribusi di Puskesmas Sembung yang realisasinya masih belum Optimal. Retribusi penunjang diagnostic diatur dalam Peraturan Daerah Nomor 3 Tahun 2012 Tentang Retribusi Pelayanan Kesehatan pada Unit Pelaksana Teknis Dinas Kesehatan Kabupaten Tulungagung. Tercatat per/ September 2016 realisasi retribusi pelayanan kesehatan penunjang diagnostic sebesar 100.000 dari target 550.000 atau terealisasi 18,18% per/September 2016. Pendapatan asli daerah sangat berpengaruh terhadap pembangunan di suatu daerah. Semakin optimal pendapatan asli daerah semakin tinggi kemampuan daerah untuk membiayai pembangunan di daerah guna kemakmuran rakyat.
English Abstract
A manifestation of general welfare one of them is an active government role in health sector . Regional autonomy as a consequence the implementation of article 18 paragraph ( 1 ) , ( 2 ) , and ( 5 ) of the constitution law (UUD)1945 where regions should be organize and set own affairs his reign . In its implementation required financing issued areas in which one of them obtained from local revenue income. Local revenue one of them is obtained from sector retribution . Retribution Supporting diagnostic is one type of retribution of PUSKESMAS (Health Center Society) sembung that in the realitzation is not optimal yet . Levy diagnostic supporting be regulated by the region regulation (PERDA) 2Th 2012 on retribution health services in technical unit district health offices tulungagung . Recorded per / september 2016 the realization levies health services supporting diagnostic of 100,000 of the target 550.000 or realized 18,18 % per / september 2016 . Local revenue very influential in the development of an area . if the local revenue more optimal it will get the higher ability to fund the development in the region to public welfare .
