Abstract

Rantai pasok harus dikelola dengan baik untuk menciptakan produk yang sesuai dengan keriteria konsumen. Sementara itu, UD. Riang merupakan salah satu agroindustri yang menghadapi berbagai kendala dalam rantai pasok antara lain ketersediaan bahan baku ubi kayu secara kuantitas dan kontinuitas, serta ketidakpastian waktu proses produksi. Oleh karena itu, perlu dilakukan pengukuran mekanisme rantai pasok dan efisiensi kinerja rantai pasok tiwul instan di UD. Riang. Salah satu alat yang dapat digunakan untuk pengukuran kinerja rantai pasok adalah metode Data Envelopment Analysis (DEA). Penelitian ini bertujuan: (1) menganalisis mekanisme rantai pasok tiwul instan di UD. Riang terkait dengan aliran barang, aliran uang dan aliran informasi, (2) menganalisis efisiensi kinerja rantai pasok tiwul instan di UD. Riang menggunakan metode DEA, (3) menganalisis solusi perbaikan yang dapat dilakukan untuk meningkatkan mekanisme rantai pasok dan efisiensi kinerja rantai pasok tiwul instan di UD. Riang. Penelitian ini menggunakan metode deskriptif dan kuantitatif. Terdapat 3 responden dalam penelitian ini yaitu 15 petani pemasok, UD. Riang dan 12 retailer. Metode penentuan sampel secara purposive sampling dengan pertimbangan responden memahami kondisi rantai pasok tiwul instan. Data yang digunakan adalah data primer dan data sekunder. Data diolah ke dalam tiga tahapan. Tahap pertama (menganalisis mekanisme rantai pasok tiwul instan terkait dengan aliran barang, aliran uang dan aliran informasi) menggunakan analisis deskriptif, tahap kedua (efisiensi kinerja rantai pasok tiwul instan) menggunakan metode Data Envelopment Analysis (DEA) dengan asumsi Constant Return to Scale (CRS), ketiga (solusi perbaikan mekanisme dan efisiensi kinerja rantai pasok tiwul instan) menggunakan analisis deskriptif dan kuantitatif. Analisis metode DEA menggunakan variabel input yaitu lead time pemenuhan pesanan, cash to cash cycle time, siklus pemenuhan pesanan, fleksibilitas rantai pasok, biaya total rantai pasok. Variabel output yaitu kinerja pengiriman, pemenuhan pesanan dan kesesuaian standar. Hasil penelitian menunjukkan bahwa: (1) mekanisme rantai pasok tiwul instan di UD. Riang berdasarkan indikator aliran barang, aliran uang dan aliran informasi termasuk kategori baik, (2) efisiensi kinerja rantai pasok tiwul instan di UD. Riang menunjukkan bahwa 10 petani pemasok (67%) sudah efisien karena mencapai nilai efisiensi 1, sedangkan 5 petani pemasok (33%) belum efisien karena mencapai nilai efisiensi 0.667 dan 0.926. Ketidakefisienan disebabkan cash to cash cycle time dan fleksibilitas rantai pasok yang terlalu lama. Kinerja UD. Riang menunjukkan bahwa 11 bulan (92%) sudah efisien karena mencapai nilai efisiensi 1, sedangkan 1 bulan belum efisien karena mencapai nilai efisiensi 0.957. Solusi perbaikan mekanisme rantai pasok tiwul instan dengan melakukan perencanaan kolaboratif dan kesepakatan kontraktual antar pelaku rantai pasok, dengan cara (1) memberikan target kepada petani pemasok untuk memasok ubi kayu sebanyak 500 hingga 4000 Kg sesuai kuantitas dan kualitas permintaan. (2) Agroindustri wajib membayar ubi kayu dengan tepat jumlah dan tepat waktu. (3) Retailer harus ii mengurangi waktu pembayaran dan memberikan informasi kuantitas tiwul instan yang tersedia di toko retailer dalam waktu 3 hingga 4 minggu sekali secara jelas. Solusi perbaikan kinerja petani pemasok yang belum efisien dengan mengurangi waktu cash to cash cycle time paling lama 6 hari dan fleksibilitas rantai pasok1 hari, sedangkan kinerja bulan Februari yang belum efisien dengan mengurangi waktu cash to cash cycle time paling lama 5 hari 31 jam. Saran penelitian selanjutnya sebaiknya menggunakan variabel input lead time pemenuhan pesanan, siklus pemenuhan pesanan, cash to cash cycle time, fleksibilitas rantai pasok, biaya total rantai pasok, dan persediaan harian, serta variabel output kinerja pengiriman, pemenuhan pesanan dan kesesuaian standar.

English Abstract

The supply chain should be well managed proper to create product that appropriate the criteria consumers. While, UD. Riang is one of the agro-industry that have many problems in the supply chains, among others, the availability of cassava including quantity and continuity, as well as the uncertainty of the timing of the production process. Therefore, it necessary to the measure supply chain mechanism and supply chain performance efficiency of instant tiwul in UD Riang. Cheerfully. One of the tools used for evaluating performance supply chain is a method of Data Envelopment Analysis (DEA). The purpose of this research are to (1) analyze the supply chain mechanism of instant tiwul in UD. Riang related with the product flow, financial flow and information flow, (2) analyzing the efficiency level of supply chain performance of instant tiwul in UD. Riang using Data Envelopment Analysis (DEA), (3) analyzing the improvement solution that can to develop the instant tiwul supply chain mechanism and performance in UD. Riang. This research used descriptive and quantitative method. There were 3 types of respondent in this research, they were15 farmers, agro-industry and 12retailers. Then, to select the respondent, researcher used purposive sampling method; with consideration of respondent who understand the condition of supply chain of instant tiwul. Data that used in this research were primary and secondary data. Next, the data were analyzed with three processes. The first, analyzing the supply chain mechanism of instant tiwul in UD. Riang related with the product flow, financial flow and information flow descriptively, the second analyzing the efficiency level of supply chain performance of instant tiwul quantitatively using the Data Envelopment Analysis (DEA) with Constant Return to Scale (CRS) assumption. The third, analyzing the improvement solution to develop the instant tiwul supply chain mechanism and performance efficiency in UD. Riang descriptively and quantitatively. DEA method used input variables such as; order fulfillment lead time, the order fulfillment cycle time, cash to cash cycle time, supply chain flexibility, supply chain total cost, and output variables such as delivery performance, order fulfillment and conformance standard. The result of this research shows that: (1) based on the indicators of product flow, financial flow and information flow analysis, the supply chain mechanism of instant tiwul in UD. Riang was good, (2) The Supply chain performance efficiency of instant tiwul in UD. Riang shows that 10 farmer (67%) were efficient because the score efficiency was equal to 1.00, while 5 farmers (33%) were not efficient, because the score efficiency was 0.667 and 0.926. That in efficiency was caused by cash-to-cash cycle time and flexibility of supply chain was too long. Then, the performance efficiency shows that 11 months (92%) was efficient, because the efficiency score equal to 1.00, but a month was not efficient because the efficiency score 0.957. The improvement solution of the supply chain mechanism of instant tiwul in UD. Riang was conducting collaborative planning and making contractual of the supply chain actors with (1) giving the target to the farmer to supply cassava with quantity 500 kg up to 4000 kg in accordance with quality and quantity. (2) The iv agro-industry has to pay the cassava payment on right number and time. (3) Retailers have to decrease the payment time of instant tiwul and give information of the quantity of the instant tiwul availability to the retailer store clearly once in 3 or 4 weeks. The iimprovement solution of inefficient farmers was decreasing the cash to cash cycle time of no longer than 6 days and supply chain flexibility to 1 days, while for the inefficient performance on February was decreaseing the cash to cash cycle time of no longer than 5 days 31 minutes. Suggestion for further researchers who are interesting in this field, should use the input variables such as; order fulfillment lead time, the order fulfillment cycle, cash to cash cycle time, supply chain flexibility, supply chain total cost, and output variables such as; delivery performance, order fulfillment and conformance standard. While, for the agro industry, added input variable of the daily stock. This is because all the variables influence to the supply chain performance efficiency, in accordance with the condition of the supply chain in the survey locations.
