Abstract
Penelitian ini membahas tentang penguatan kelembagaan lokal dalam pengelolaan DAS di Hulu DAS Sumbawa yaitu tepatnya di Desa Kelungkung yang merupakan salah satu desa hulu dari DAS Sumbawa. Tujuan dari penelitian ini untuk melihat masyarakat yang berada di hulu sungai berjuang dengan minimnya bantuan dari pemerintah, khususnya dalam hal ini tentang kelembagaan lokal masyarakat dalam pengelolaan DAS untuk meningkatkan taraf ekonomi. Serta usaha masyarakat dalam menjaga fungsi dari DAS melalui kelembagaan lokal yang masyarakat miliki. Penelitian ini dilakukan di Desa Kelungkung, Kecamatan Batulanteh, Kabupaten Sumbawa dengan jenis penelitian kualitatit dengan metode yang digunakan kualitatif deskriptif. Informan dari penelitian ini yaitu informan kunci yang merupakan Kepala Desa Kelungkung serta data penelitian lainnya didapatkan melalui focus group discussion (FGD) yang dilakukan bersama masyarakat Desa kelungkung. Data dari penelitian ini dianalasis menggunakan konsep kelembagaan. Berdasarkan temuan dilapangan, identifikasi awal yang telah dilakukan bahwa telah terjadi penurunan fungsi cukup signifikan dari DAS Sumbawa setiap tahunnya yang dilakukan oleh masyarakat untuk memenuhi kebutuhan hidup sehari-hari serta untuk meningkatkan taraf kehidupan ekonomi masyarakat. Dalam hal ini kegiatan tersebut tidak hanya dilakukan oleh masyarakat hulu melainkan terdapat pula pihak luar yang melakukan penebangan hutan dan disisi lain perubahan bio-fisik dari DAS juga terjadi karena adanya bencana alam seperti tanah longsor dan gempa bumi. Dari penurunan fungsi DAS, kelembagaan lokal adalah sarana yang dimiliki oleh masyarakat untuk dapat mengurangi dampak menurunnya fungsi DAS Sumbawa. Kelembagaan lokal yang dimaksud berupa aturan-aturan tidak tertulis yang disepakati dan dijalankan oleh masyarakat secara turun-temurun untuk menjaga kelestarian DAS. Dari kelembagaan lokal tersebut pula masyarakat bersama-sama mengatur tata kelola dari DAS Sumbawa secara terpadu untuk memenuhi kebutuhan dibidang pertanian dan pemenuhuan kebutuhan sehari-hari serta hal yang ingin dicapai agar kelestarian dan fungsi dari DAS tetap terjaga dan dapat dinikmati hingga generasi berikutnya.
English Abstract
This study discusses about the strengthening of local institutions in watershed management on the upstream watershed of Sumbawa, precisely at Kelungkung Village which is one of the upstream villages of the Sumbawa watershed. The purpose of this study is to see the society who live in the upstream river struggling with minimum assistance from the government, especially in this case about local society institutions in watershed management to improve the economic level. As well as society efforts in maintaining the functions of the watershed through the local institutions that the society has. This research was conducted in Kelungkung Village, Batulanteh Subdistrict, Sumbawa Regency using a qualitative research with qualitative descriptive method. Informants from this research are key informant who is the Head of Kelungkung Village and other research data obtained through focus group discussion (FGD) conducted with society of Kelungkung Village. The data from this study is analyzed using institutional concept. Based on the findings of the field, the first identification that has been done there has been a significant decrease function of the Sumbawa Watershed in every year by the society for their needs of daily living and to improve their level of economic life. In this case the activity is not only done by the upstream society but there are also outsiders who do the logging, in the other hand the bio-physical changes from the watershed also occured due to natural disasters such as landslide and earthquake. From the decreasing of watershed functions, the local institutions are means that owned by society to reduce the impact of Sumbawa watershed decreasing functions. The local institutions which is unwritten rules that agreed and run by the society hereditarily to preserve the watershed. From this local institutions also, the society manage the Sumbawa Watershed in an integrated manner to fulfill the needs of agriculture and the fulfillment of daily needs and things that want to be achieved so that the sustainability and function of the watershed maintained and can be enjoyed until the next generations.
