Abstract
Good Corporate Governance(GCG) merupakan salah satu konsep yang wajib diterapkan oleh sebuah perusahaan. Begitu pula dengan sebuah Badan Usaha Milik Negara (BUMN). BUMN wajib menerapkan GCG sebagai landasan operasionalnya sehingga mendukung Negara dalam tercapainya target kesejahteraan masyarakat. Terutama dalam Program Penyaluran Beras Untuk Keluarga Miskin (RASKIN) dimana dalam pengelolaan dan pelaksanaannya harus dilakukan secara profesional dan bertanggung jawab. Tujuan dari program RASKIN itu sendiri yaitu untuk meringankan beban pengeluaran keluarga miskin akan kebutuhannya terhadap beras. Maka dari itu konsep GCG pada BUMN dirasa penting untuk diterapkan sehingga tujuan tersebut dapat tercapai secara optimal. GCG memiliki lima prinsip yang wajib diterapkan, yaitu Transparency, Accountability, Responsibility, Independency dan Fairness. Lima prinsip tersebut kemudian menjadi landasan bagi Perum BULOG Divre DKI Jakarta dalam pelaksanaan Program Penyaluran RASKIN sehingga program tersebut dapat dilaksanakan secara profesional, bertanggung jawab dan tepat sasaran. Penelitian ini adalah penelitian deskriptif dengan pendekatan kualitatif dan dibatasi oleh dua fokus penelitian yaitu (1) Penerapan Program Penyaluran Beras Untuk Keluarga Miskin (RASKIN) dalam Perspektif Good Corporate Governanceyang meliputi lima prinsip, yaitu Transparansi, Akuntabilitas, Responsibilitas, Kemandirian dan Kewajaran; (2) Faktor-faktor yang menjadi pendukung dan penghambat dalam Penerapan Program Penyaluran Beras Untuk Keluarga Miskin (RASKIN). Data yang diperoleh melalui observasi, wawancara, dokumentasi di lapangan.Sedangkan analisa data yang digunakan adalah analisa data deskriptif dengan melalui proses data collection, data condensation, data display, dan conclusion. Hasil penelitian ini menunjukan bahwa penerapan program penyaluran RASKIN di Perum BULOG Divisi Regional DKI Jakarta telah dilakukan dengan baik sesuai dengan ketentuan yang berlaku. Hal ini di buktikan dengan angka penyaluran RASKIN pada tahun 2016 yang mencapai 99,68% dari pagu yaitu sebanyak 40.631.775 kg yang tercantum dalam Notulen Rapat Monitoring dan Evaluasi Dokumen Raskin Tahun 2016.Sedangkan dilihat dari perspektif Good Corporate Governance, Perum BULOG Divisi Regional DKI Jakarta sudah menerapkan prinsip-prinsip yang ada, seperti transparansi, akuntabilitas, responsibilitas, kemandirian dan kewajaran. Hal ini dibuktikan dengan dibentuknya portal atau website yang dapat diakses setiap saat, yang menyajikan informasi terkait pengelolaan RASKIN, melakukan pengawasan terhadap proses pengelolaan RASKIN dari gudang hingga sampai ke masyarakat dengan membentuk tim monev, dibentuknya SOP dan Buku Pedpoman Umum sebagai landasan bagi Perum BULOG dalam melaksanakan program penyaluran RASKIN, komitmen yang kuat dan musyawarah dalam rangka pengambilan keputusan, serta adanya koordinasi yang bersifat fleksibel baik secara top down maupun bottom up.
English Abstract
Good Corporate Governance(GCG) is a concept that must be applied by the company. Similarly, a State-Owned Enterprises (SOEs). SOEs are required to for implementation of GCG as a foundation supporting country operations in the achievement of business targets the well-being of society. Especially in the distribution of rice to poor families (RASKIN) where in management and its implementation should be done professionally and responsibly. The goal of the program itself is to lighten the burden on poor families for their needs against rice. Therefore, the concept of GCG in State-Owned Enterprises is considered important for the purpose of applied so that that can be achieved optimally. GCG has five principles that should be applied, known as transparency, accountability, responsibility, independence and fairness. The five principles which became the basis for Perum BULOG Division of Regional DKI Jakarta in the implementation of the program so that the program can be done professionally, responsible and right on target. This research is descriptive research with qualitative approach and limited by two research focuses, those are (1) The application of Program Distribution of rice for poor families (RASKIN) in a perspective of Good Corporate Governancewhich includes the five principles, namely transparency, accountability, corporate responsibility, independence and Fairness; (2) Factors that support and inhibit in application of Distribution of rice for poor families (RASKIN) programs. Data obtained through observation, interviews, documentation in the field. Whereas data analysis used is descriptive data analysis through data collection process, data condensation, display data, and conclusion. The results of this study indicate that the application of Distribution of rice for poor families (RASKIN) at Perum BULOG Division of Regional DKI Jakarta has done well with the applicable provisions. This is showed by distribution of RASKIN in 2016 reached 99.68% from 40,631,775 kg ceiling. While the views from the perspective of Good Corporate Governance, Perum BULOG Division of Regional DKI Jakarta already applying existing principles, such as transparency, accountability, corporate responsibility, independence and fairness. This is evidenced by the creation of a portal or website that can be accessed at any time, that presents pertinent information management RASKIN, conduct surveillance against the process of management of RASKIN from the warehouse to get to the community by forming monitoring and evaluation teams, formation of SOP and Guidelines as a foundation for Perum BULOG in carrying out the program distribution of RASKIN, a strong commitment and deliberation in the framework of decision making, as well as the existence of coordination which is flexible both in top down or bottom up.
