Abstract
Infant Mortality Rate (IMR) and Maternal Mortality Rate (MMR) is one of the benchmark to assess the extent to which the achievement of the people's welfare as a result of the implementation of health development. The Government through the Ministry of Health make policy in order to increase the degree of public health has been organized by the National Health Insurance Scheme Social Security Agency of Health (BPJS), as an effort to provide protection to meet basic health needs. The National Health Insurance (JKN) is one of the government programs that emerged in early 2014 in the hope that the public can access quality health services. This research uses descriptive research with a qualitative approach with two research focus that are (1) Implementation of National Health Insurance(JKN) Program in Malang city and (2) Supporting and Inhibiting factors encountered in the implementation of National Health Insurance program in Malang city. The data source used are primary data and secondary data, with data collection through interviews, observation, and documentation. The data analysis method used is the analysis data from Miles, Huberman and Saldana. Implementation of National Health Insurance in serving mother and child in Malang city is organized by Social Security Agency (BPJS Kesehatan) which cooperated with Malang city government. In serving mother and child JKN team keep improving their services by held meeting, workshop, practicing the emergency situation also evaluating once in a month from the report. Purposes in JKN program is to increase health level of society also improving life quality of mother and child and decrease Maternal Mortality rate (MMR) and Infant Mortality rate (IMR). Implementation of National Health Insurance in serving life quality of mother and child is influenced by several supporting and inhibiting factors. Supporting factor in implementation of National health Insurance (JKN) are local government and health service center. While inhibiting factors are the lack of direct socialization the society and peoples are still less aware of the importance needs of health insurance.
