Abstract
Pada skripsi ini, penulis mengangkat mengenai implementasi kebijakan pengembangan kawasan kota batu sebagai sentra agrowisata untuk meningkatkan perekonomian masyarakat (studi implementasi pasal 5 huruf e peraturan daerah kota batu nomor 1 tahun 2013 tentang penyelenggaraan kepariwisataan). Adapun isi pasal 5 huruf e yaitu; pemberdayaan masyarakat setempat. Dinas Pariwisata dan Kebudayaan Kota Batu telah melaksanakan program-program untuk pengembangan kawasan Kota Batu sebagai sentra agrowisata yaitu dengan; penyelenggaraan kepariwisataan Kota Batu, jenis wisata Kota Batu, perkembangan sektor pariwisata dan transportasi Kota Batu, strategi pengembangan sektor wisata berbasis kawasan, kontribusi sektor wisata sebagai penyerap tenaga kerja dan pendapatan pengembangan kepariwisataan di Kota Batu, strategi dan pendekatan pengembangan agrowisata di Kota Batu. Berdasarkan latar belakang tersebut, maka rumusan masalah penelitian ini adalah; (1) Bagaimana implementasi kebijakan pengembangan kawasan Kota Batu sebagai sentra agrowisata untuk meningkatkan perekonomian masyarakat berdasarkan Pasal 5 Huruf e Perda Kota Batu Nomor 1 Tahun 2013 tentang Penyelenggaraan Kepariwisataan? (2) Apa saja Faktor Penghambat implementasi pasal 5 huruf e Peraturan Daerah Kota Batu Nomor 1 Tahun 2013 Tentang Penyelenggaraan Kepariwisataan dan bagaimana solusinya ? Kemudian jenis penelitian ini menggunakan metode yuridis empiris dengan metode pendekatan yuridis sosiologis. Lokasi penelitian ini di Dinas Pariwisata dan Kebudayaan Kota Batu. Jenis dan Sumber data adalah data primer dan data sekunder. Data primer dapat diperoleh dengan melakukan wawancara langsung dengan responden. Data sekunder diperoleh dari studi kepustakaan, studi dokumentasi dan studi internet. Teknik analisis data adalah deskriptif analisis. Dari hasil penelitian mengenai implementasi kebijakan pengembangan kawasan kota batu sebagai sentra agrowisata untuk meningkatkan perekonomian masyarakat(studi implementasi pasal 5 huruf e peraturan daerah kota batu nomor 1 tahun 2013 tentang penyelenggaraan kepariwisataan), pemerintah kota batu dalam hal ini, Dinas Pariwisata dan Kebudayaan Kota Batu telah melaksanakan Pasal 5 huruf e Peraturan Daerah Kota Batu Nomor 1 Tahun 2013 meskipun pelaksanaannya belum efektif, utamanya dalam hal pengawasan.
English Abstract
In this thesis, the author raised regarding the implementation of the policy of development of the area as a center of Stone Town agrotourism to improve the economy of the community (the study of the implementation of article 5 letter e regulation stone town area number 1 of 2013 on the operation of tourism). The content of Article 5 letter e ie; empowerment of local communities. Department of Tourism and Culture Stone has been conducting programs for the development of the area as a center of Batu City with agro namely; tourism operations Kota Batu, Batu types of travel, tourism and transport sector developments Kota Batu, based tourism sector development strategy department, the contribution of tourism sector as the main employer and earnings development of tourism in Kota Batu, strategy and approach to the development of agrotourism in Kota Batu. Based on this background, the formulation of research problems are; (1) How is the implementation of regional development policy Batu City as a center for agro-tourism to boost the economy of the community is based on Article 5 Letter e Perda Kota Batu No. 1 Year 2013 on the Implementation of Tourism? (2) Any Factors hindering the implementation of article 5 letter e Regional Regulation No. 1 Year 2013 Stone on the Implementation of Tourism and what's the solution? Then this kind of research using empirical jurisdiction with sociological juridical approach. The location of this research in the Department of Tourism and Culture in Stone. Types and Sources of data are the primary data and secondary data. The primary data can be obtained by direct interviews with respondents. Secondary data were obtained from literature studies, study the documentation and study of the internet. The data analysis technique is descriptive analysis. From the results of research on policy implementation development of the area of Stone Town as a center for agro-tourism to boost the economy of the community (the study of the implementation of article 5 paragraph e of local regulations rock city No. 1 of 2013 on the operation of tourism), the city of stone in this case, the Department of Tourism and Culture in Stone has implemented Article 5 letter e Regional Regulation No. 1 Year 2013 Batu although implementation has not been effective, particularly in terms of supervision.
