Abstract
BPD merupakan lembaga representasi politik masyarakat dalam tatanan pemerintahan desa. Secara kelembagaan dinamika relasi BPD dan Kepala Desa dipengaruhi dengan adanya kelembagaan BPDseperti Badan Musyawarah Desapraja, Lembaga Musyawarah Desa, BPD (Badan Perwakilan Desa), dan BPD (Badan Permusyawaratan Desa). Sebagai lembaga yang berfungsi sebagai representasi politik masyarakat desa, pengaruh transformasi kelembagaan terhadap relasi politiknya dengan Kepala desa sebelumnya tidak pernah dilakukan. Penelitian skripsi ini menggunakan metode studi kasus dengan pendekatan kualitatif. Fokus dari penelitian ini pada relasi kelembagaan BPD dan Kepala Desa di Desa Wonomulyo, Kecamatan Poncokusumo, Kabupaten Malang. Kerangka teori yang penulis gunakan dalam penelitian ini adalah teori Historical Institutionalism dan konsep relasi eksekutif oleh Hanta Yudha. Penulis menemukan pola relasi yang terjadi di desa Wonomulyo adalah relasi efektif dan relasi konfrontatif. Relasi konfrontatif tersebut terjadi karena personal kepala desa dan BPD di Wonomulyo yang kuat sementara sistem yang institusional diantara keduanya masih lemah. Relasi konfrontatif juga terjadi karena diantara BPD dan Kepala Desa berasal dari platform yang berbeda.
English Abstract
BPD is a public political representation institution in the village governance arrangement. Institutionally the dynamics of BPD relation and village heade are influenced by the institution of BPD such as the Badan Musyawarah Desapraja, Lembaga Musyawarah desa, BPD (Badan Perwakilan Desa), and BPD (Badan Permusyawaratan Desa). As an institution that serves as a political representation of the village community, the influence of institutional transformation on its political relations with the previous village head has never been done. This thesis research using case study method with qualitative approach. The focus of this research is on the institutional relations of BPD and the Village Head in Wonomulyo Village, Poncokusumo Sub District, Malang. The theoretical framework that the author uses in this research is the theory of Historical Institutionalism and the concept of executive relations by Hanta Yudha. The authors found the pattern of relationships that occurred in the village of Wonomulyo is an effective relationship and confrontational relations. The confrontational relationship occurs because the personal head of the village and BPD in Wonomulyo are strong while the institutional system between them is weak. Confrontational relations also occur because between the BPD and the Village Head comes from different platforms.
