Abstract
Penelitian ini mengangkat tentang proses inovasi e- village budgeting dalam pengelolaan keuangan desa di kabupaten Banyuwangi. Akibat besarnya dana yang diperoleh desa sejak tahun 2015, menyisakan sejumlah permasalahan terkait administrasi keuangan desa di sejumlah daerah. Salah satunya di Kabupaten Banyuwangi yang memiliki sejumlah permasalahan seperti, tuntutan transparansi dan akuntabilitas pengelolaan keuangan desa, belum optimalnya sistem pelaporan penyelenggaraan pemerintah desa, dan terbatasnya jumlah kapasitas aparatur pemerintah desa dalam menyajikan laporan yang akuntabel. Oleh sebab itu, Pemerintah Kabupaten Banyuwangi melalui DPMPD menggagas inovasi pengelolaan keuangan desa berbasis teknologi, yakni e-Village Budgeting atau yang biasa disebut e-VB. Kajian ini dianalisis menggunakan teori proses inovasi dari William D. Eggers dan Salab Kumar Singh, yang terdiri dari penemuan ide, seleksi ide, implementasi dan difusi inovasi. Hal ini bertujuan untuk mengetahui proses inovasi e-VB di Kabupaten Banyuwangi, dan faktorfaktor yang mempengaruhi proses inovasi. Adapun jenis penelitian ini adalah penelitian kualitatif yang akan diulas secara deskriptif. Proses pengambilan data dengan metode wawancara, observasi dan studi pustaka. Hasil penelitian menunjukan bahwa terdapat empat tahap dalam proses inovasi e-VB. Pertama, proses penemuan ide. Pada tahap ini, DPMPD memiliki gagasan untuk membuat sistem keuangan desa berbasis online, atas timbulnya permasalahan keuangan desa di Banyuwangi dan ketersediaan jaringan internet hingga di pelosok desa. Kedua, tahap seleksi ide. Setelah melalui proses brain-storming yang panjang dan pertimbangan di forum SKPD, e-VB terpilih sebagai gagasan inovatif yang patut diimplementasikan. Ketiga, tahap implementasi. Tahap implementasi dibedakan menjadi empat bagian, yakni pembangunan infrastruktur, pembagian tugas SDM, pembuatan regulasi, dan alur konten pengelolaan keuangan desa. Keempat, difusi inovasi, yang merupakan tahap pengkomunikasian terhadap aparatur desa dengan cara sosialisasi, pendampingan dan pelatihan. Sedangkan faktor yang memengaruhi proses inovasi e-VB di Banyuwangi, dibedakan menjadi faktor internal dan faktor eksternal. Faktor internal meliputi kepemimpinan kepala daerah dan kepala dinas, serta budaya organisasi di DPMPD Banyuwangi. Sedangkan faktor eksternal, berupa lingkungan politik di Banyuwangi. Adapun ditemukan faktor pendukung di lapangan, yakni infrastruktur, yang mempengaruhi secara langsung proses berjalannya inovasi e-VB.
English Abstract
This research raised about e-village budgeting innovation process in village financial management in Banyuwangi district. As a result of the large amount of funds that the village has obtained since 2015, there are a number of issues related to village financial administration in some areas. One of them is in Kabupaten Banyuwangi which has a number of problems such as, demand for transparency and accountability of village financial management, not yet optimal reporting system of village government administration, and limited capacity of government officials in presenting accountable report. Therefore, the Government of Banyuwangi Regency through DPMPD initiated the technological innovation of village-based technology finance, e-Village Budgeting or commonly called e-VB. This study was analyzed using innovation process theory from William D. Eggers and Salab Kumar Singh, which consists of idea discovery, idea selection, implementation and diffusion of innovation. It aims to know the e-VB innovation process in Banyuwangi Regency, and the factors that influence the innovation process. The type of this research is qualitative research that will be reviewed descriptively. The process of collecting data by interview method, observation and literature study. The results show that there are four stages in e-VB innovation process. First, the process of discovery of ideas. At this stage, DPMPD has the idea of creating an online village-based financial system, on the occurrence of village financial problems in Banyuwangi and the availability of Internet networks up to the village. Second, the idea selection stage. After a long process of brain-storming and consideration in the SKPD forum, e-VB was chosen as an innovative idea that should be implemented. Third, the implementation stage. Implementation stage is divided into four parts, namely infrastructure development, human resource division, regulation making, and flow of village financial management content. Fourth, the diffusion of innovation, which is the stage of communicating the village apparatus by way of socialization, mentoring and training. While the factors that affect e-VB innovation process in Banyuwangi, differentiated into internal factors and external factors. Internal factors include the leadership of regional heads and heads of agencies, as well as organizational culture in DPMPD Banyuwangi. While external factors, the political environment in Banyuwangi. The found supporting factors in the field, namely infrastructure, which directly affect the process of innovation e-VB.
