Abstract
Invasi Rusia di Ukraina dan aneksasi Krimea yang terjadi pada tahun 2014 memberikan ketakutan tersendiri bagi Estonia. Sebagai negara pecahan Uni Soviet yang terdapat masyarakat beretnis Rusia di dalamnya, Estonia takut apa yang terjadi di Ukraina dapat terjadi pada negaranya sewaktu-waktu. Ketakutan Estonia bertambah ketika Rusia meningkatkan aktivitas militernya di kawasan Baltik pada tahun yang sama. Hal ini yang diterjemahkan sebagai ancaman oleh Estonia, dan sebagai respon strategis, Estonia memperkuat aliansinya dengan negara anggota North Atlantic Treaty Organization (NATO) melalui kerangka kerjasama pertahanan Readiness Action Plan (RAP). Penelitian ini akan membahas bagaimana respon yang dilakukan oleh Estonia untuk mengimbangi ancaman yang diberikan Rusia melalui aktivitas militernya di kawasan Baltik. Dalam pembahasannya, penelitian ini menggunakan teori Balance of Threat (BoT) milik Stephen M. Walt sebagai alat analisis utama. Melalui operasionalisasi dari variabel-variabel konsep sources of threat dalam teori BoT, yaitu aggregate power, geographic proximity, offensive power, dan aggressive intentions, penelitian ini dapat menjelaskan sumber ancaman yang dihadirkan Rusia kepada Estonia serta menentukan respon Estonia untuk mengimbangi ancaman ini dalam bentuk aliansi, baik berupa balancing atau bandwagoning.
English Abstract
Russian invasion in Ukraine and Russia annexation of Crimea in 2014 give its own fear to Estonia. As former Soviet state where there is Russian-speaking society in it, Estonia afraid what happened in Ukraine will happen in Estonia someday. Fear in Estonia grows when Russia increased their military activity in the Baltics region in the same year. This activity was interpreted as a threat by Estonia, and as their strategic response, Estonia strengthened their alliance with North Atlantic Treaty Organization (NATO) through framework for defense cooperation named Readiness Action Plan (RAP). This research will discuss about how is Estonian response to offset threat presented by Russia through their military activity in the Baltics region. This research uses Balance of Threat Theory (BoT) by Stephen M. Walt as its main analysis tools. Through the operationalization of sources of threat concept variables in BoT such as aggregate power, geographic proximity, offensive power, and aggressive intentions, this research is able to eplain the Russia‟s source of threat to Estonia and determine their response to offset this threat in form of alliance, whether balancing or bandwagoning.
