Abstract
Penelitian pada relokasi Kampung Pulo ini didasari pada penolakan oleh warga Kampung Pulo terhadap program relokasi ke rumah susun Jatinegara Barat yang dicanangkan oleh Pemprov DKI. Relokasi yang dilakukan Pemprov DKI bertujuan untuk memecahkan masalah sosial yang selama ini ada di Kampung Pulo. Namun, program relokasi ini tidak kunjung selesai sejak pertama kalinya kebijakan relokasi ini dikeluarkan pada tahun 2014 sampai dengan saat ini. Penelitian ini menggunakan metode penelitian kualitatif, dengan pendekatan studi kasus. Tujuan dari penelitian ini adalah, memahami tindakan penolakan yang dilakukan warga Kampung Pulo terhadap program relokasi ke Rusun yang dicanangkan Pemprov DKI. Peneliti menggunakan perspektif teori Tindakan Rasional James Coleman untuk memahami tindakan penolakan yang dilakukan warga Kampung Pulo terhadap program relokasi ke Rusun yang dicanangkan Pemprov DKI. Hasil penelitian ini menunjukkan bahwa alasan warga Kampung Pulo sebagai aktor yang menolak direlokasi ke Rusun Jatinegara Barat dikarenakan faktor ekonomi, faktor sosial dan faktor hukum yang menjadi alasan utama warga dalam menolak relokasi. Dalam penolakan yang dilakukan oleh warga Kampung Pulo, warga Kampung Pulo sebagai aktor melakukan tindakan efektif untuk mencapai tujuan dari tindakan penolakan terhadap program relokasi ke Rusun Jatinegara Barat. Tindakan efektif yang dilakukan oleh para aktor dilakukan dengan cara : Bertahan di Kampung Pulo, aksi protes ke kantor Kecamatan, aksi demo, bekerjasama dengan Lembaga Swadaya Masyarakat (LSM) Ciliwung Merdeka sebagai aktor korporat, serta menggugat Pemprov DKI ke Pengadilan Tata Usaha Negara(PTUN) Jakarta Timur. Tindakan efektif yang dilakukan oleh warga Kampung Pulo ini merupakan bentuk dari tindakan dalam mencapai tujuan dan kepentingan aktor dari pilihan menolak program relokasi ke Rusun Jatinegara Barat yang dicanangkan oleh Pemprov DKI. Dimana tujuan yang ingin dicapai oleh aktor dari penolakan terhadap program relokasi ini adalah, tujuan ekonomi dan sosial.
English Abstract
The research on the relocation of Kampung Pulo is based on the rejection by the villagers of Pulo towards the relocation program to the Flats West Jatinegara proclaimed by the Provincial Government of DKI. The relocation done by Jakarta Provincial Government aims to solve the social problems that existed in Kampung Pulo. However, this relocation program has not been completed since the first time this relocation policy was issued in 2014 until now. This research uses qualitative research method, with case study approach. The purpose of this study is to understand the act of rejection by residents of Kampung Pulo against the relocation program launched by the towers to the city government. Researchers use Rational action theory perspective James Coleman for m emahami action the refusal to residents of Kampung Pulo against the relocation program launched by the towers to the city government. The results of this study indicate that the reason residents of Kampung Pulo as an actor who refused to be relocated to Flats West Jatinegara due to economic factors, social factors and legal factors are the main reason the people in resisting relocation. In the rejection by Pulo villagers, Pulo villagers as actors took effective action to achieve the objective of the rejection of the relocation program to the Flats West Jatinegara. Effective action taken by the actors is done by: Surviving in Kampung Pulo, protest to the district office, demonstrations, in collaboration with the Governmental Organization (NGO) Ciliwung Merdeka as corporate actors, and sued the city government to the State Administrative Court ( PTUN) East Jakarta. Effective action taken by the residents of Pulo villagers this is the form of action in achieving the goals and interests of the actor refused a relocation program to Flats West Jatinegara initiated by the city government. Where the objectives to be achieved by the actors from the rejection of this relocation program are the economic and social objectives.
