Abstract
Community-Based Mental Health Care merupakan sebuah inovasi pelayanan publik dalam layanan kesehatan jiwa dengan memberdayakan masyarakat, mulai dari Puskesmas sebagai ujung tombak pelayanan kesehatan jiwa agar masyarakat dapat merawat penderita gangguan jiwa tetap berada di masyarakat tanpa kehilangan produktivitasnya. Tujuan penelitian ini adalah untuk mendeskripsikan, dan menganalisis layanan Community-Based Mental Health Care di Puskesmas Bantur serta menganalisis faktor pendukung dan penghambat layanan Community-Based Mental Health Care di Puskesmas Bantur Penelitian ini menggunakan pendekatan kualitatif dengan jenis studi kasus yang berlokasi di Kabupaten Malang, sedangkan situsnya berada di Puskesmas Bantur. Sumber datanya primer diperoleh dari beberapa wawancara dari informan yang berkaitan, sedangkan data sekundernya diperoleh dari dokumen-dokumen yang berhubungan dengan topik tersebut. Teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Sedangkan instrumen penelitiannya adalah peneliti sendiri, beberapa alat penunjang seperti pedoman wawancara dan alat bantu lainnya. Dalam penelitian ini menggunakan teknik analisis penjodohan pola dimana peneliti membandingkan data hasil pengamatan untuk dicocokkan dengan data empirik. Jika kedua pola tersebut cocok, maka dapat digunakan untuk menguatkan proses analisis data yang bersangkutan. Hasil menunjukkan Layanan kesehatan jiwa melalui Community-Based Mental Health Care di Puskesmas Bantur dapat dikatakan relatif baik. Peneliti berfokus dari jenis layanan Community-Based Mental Health Care di Puskesmas Bantur, yaitu pelayanan kesehatan kemasyarakatan dan pelayanan kedokteran. Serta proses dari layanan Community-Based Mental Health Care yang dimulai dari pengkajian dan diakhiri dengan evaluasi. Dalam pelaksanaan layanan Community-Based Mental Health Care terdapat beberapa faktor penghambat dan faktor pendukung. Faktor pendukung tersebut adalah adanya Komitmen dari semua pihak, dan adanya Sumber daya manusia yang memadai. Sedangkan faktor penghambat dari pelaksanaan layanan Community-Based Mental Health Care di Puskesmas Bantur adalah terbatasnya faktor pendanaan dan adanya stigma masyarakat. Saran dari penelitian ini adalah mengembangkan system layanan kesehatan jiwa melalui Community-Based Mental Health Care menjadi program prioritas bukan program pengembangan sehingga alokasi dana yang didapatkan juga maksimal. Sedangkan untuk masalah stigma buruk di masyarakat seharusnya diadakan penyuluhan tentang kesehatan jiwa secara rutin baik secara individu maupun kelompok.
English Abstract
Community-Based Mental Health Care is an innovation of public services in the service of mental health by empowering the community, ranging from health center as the spearhead of mental health services so that society can care for people with disorders remain in the community without losing productivity. The purpose of this research is to describe and analyze the service of Community-Based Mental Health Care at Bantur health center as well as to analyze the supporting and inhibiting factors of Community-Based Mental Health Care service at Bantur health center. This research used qualitative approach with case study type which located in Malang Regency, while the site is in Bantur health center. Sources of Primary data obtained from interviews of informants related, while secondary data obtained from the documents that relate to the topic. The technique of collecting data through interviews, observation, and documentation. While the research instrument is the researchers themselves, some supporting tools such as interview guides and other tools. In this study using the patterned analysis technique where the researches compare the observed data to be matched with empirical data. If both patterns are suitable then, can be used to strengthen the process of data analiysis in question. The findings show that mental health services through Community-Based Mental Health Care at Bantur health center are relatively good. The research focuses on the type of Community-Based Mental Health Care service at Bantur health center, which is community health service and medical service. As well as the process of Community-Based Mental Health Care services starting from assessment and ending with evaluation. In the implementation of Community-Based Mental Health Care services there are several inhibiting factors and supporting factors. Supporting factors are the commitment of all parties, and the existence of adequate human resources. While the inhibiting factor from the implementation of Community-Based Mental Health Care service in Bantur health center is the limited funding factor and the stigma of society. The findings suggest to develop a system of mental health services through Community-Based Mental health Care into priority programs rather than development program so that the allocation of funds obtained is also maximal. As for the problem of bad stigma in the community should be counseled about mental health routinely both individually and in groups.
