Abstract

Penelitian ini bertujuan untuk mengetahui bagaimana hubungan sipil-militer dan bagaimana orientasi militer terhadap politik pada era kepemimpinan Presiden Joko Widodo yang memiliki latar belakang sipil dengan menggunakan metode penelitian kualitatif dengan pendekatan deskriptif. Yang menjadi latar belakang penelitian ini adalah sejarah kemiliteran di Indonesia yang pernah menganut doktrin dwi fungsi di era kepemimpinan Presiden Suharto yang memiliki latar belakang militer dimana selain fungsi pertahanan sebagai fungsi dasar yang dimiliki militer, militer juga memiliki fungsi sosial-politik yang menjadi legitimasi intervensi militer di dalam kehidupan politik. Di era kepemimpinan Presiden Joko Widodo yang memiliki latar belakang sipil topik ini menjadi menarik untuk diteliti, dan juga untuk mengisi diskusi Hubungan Sipil-Militer dan Orientasi Militer Terhadap Politik pada Era Kepemimpinan Presiden Joko Widodo. Hasil Penelitian menunjukan bahwa hubungan sipil-militer yang terwujud belum mencapai kontrol sipil yang objektif dan orientasi militer terhadap politik yang terwujud belum mencapai bentuk tentara yang profesional. Hal tersebut terjadi karena Pertama, kedudukan antara Menteri Pertahanan dan Panglima TNI yang masih sejajar membuat rancu siapa yang paling berwenang dalam hal kebijakan strategis pertahanan. Kedua, kedudukan Menteri Pertahanan dan Panglima TNI yang masih sejajar sehingga menyebabkan Menteri Pertahanan belum bisa mengawasi TNI khususnya dalam hal kebijakan strategis pertahanan negara secara menyeluruh. Ketiga, masih belum adanya kemauan atau political will dari otoritas sipil untuk benar-benar merumuskan konsep sistem pertahanan yang sesuai dengan asas-asas yang berlaku di negara yang menganut demokrasi untuk mengganti sistem KOTER. dan Keempat, masih adanya tugas pembinaan teritorial dalam bentuk pengelolaan sumber daya nasional untuk mendukung upaya pertahanan nasional yang dijalankan oleh TNI khususnya angkatan darat, yang seharusnya tugas ini dilaksanakan oleh pemerintah sipil

English Abstract

This study aims to find out the relationship between civil-military and how the military orientation towards politics in the era of President Joko Widodo who has a civilian background by using qualitative research method with descriptive approach. The background of this research is the military history in Indonesia who once embraced the doctrine of dual function in the era of President Suharto who has a military background, where in addition to defense functions as a basic function of the military, it also has a socio-political function which became the legitimacy of military intervention in political life. In the era of the leadership of President Joko Widodo who has a civil background, this topic becomes interesting to be studied, and also to fill the discussion of Civil-Military Relations and Military Orientation towards Politics in the Leadership Era of President Joko Widodo. The results of the study show that the civil-military relations that materialized have not achieved an objective civilian control and the military orientation towards the materialized politics have not yet reached a professional army. Those are because several reasons. First, the position of the Minister of Defense and the TNI Commander which are equal makes it ambiguous to determine who is the most competent in terms of strategic defense policy. Second, the position of the Minister of Defense and the Commander of the TNI which are parallel causing the Minister of Defense has not been able to supervise the TNI, especially in terms of overall strategic defense policy of the state. Third, there is no political will from the civil authorities to truly formulate the concept of a defense system in accordance with the prevailing principles in a democratic country, to replace the KOTER system. Forth, there is extant mission of territorial coaching in the form of national resource to support the national defense efforts which is run by the TNI, especially the TNI AD, which should be carried out by the civilian government.
