Abstract
Badan Usaha Milik Desa (BUM Desa) merupakan salah satu program pengentasan kemiskinan sebagai wujud pembangunan pedesaan. Kabupaten Bojonegoro merupakan salah satu kabupaten di Provinsi Jawa Timur yang mengembangkan Badan Usaha Milik Desa sebagai lembaga penguat perekonomian desa, salah satunya yaitu di Desa Bareng Kecamatan Sugihwaras. BUM Desa UPK Sejahtera Desa Bareng bertujuan untuk meningkatkan kesejahteraan dan keterjaminan sosial dengan mengelola usaha berdasarkan potensi desa. Unit usaha kredit barang merupakan salah satu unit usaha yang dikelola BUM Desa UPK Sejahtera sebagai usaha penyedia jasa penjualan barang kebutuhan rumah tangga, elektronik dan alat pertanian secara kredit kepada masyarakat di Desa Bareng. Namun masih terdapat permasalahan yang menghambat proses pengembangan unit usaha kredit barang terkait keterbatasan modal, keterlambatan melunasi dan ketidakpahaman masyarakat akan adanya unit usaha sehingga berpengaruh pada jumlah pelanggan dan pendapatan yang diperoleh serta selama ini pengukuran kinerja yang dilakukan hanya sebatas pada kinerja keuangan tidak pada aspek non keuangan. Oleh karena itu pada penelitian ini mengukur kinerja pada aspek keuangan dan non keuangan dengan metode balanced scorecard yaitu pada empat perspektif. Penelitian ini bertujuan (1) menganalisis kinerja unit usaha kredit barang BUM Desa UPK Sejahtera yang di ukur dari perspektif finansial, pelanggan, proses bisnis internal dan pembelajaran dan pertumbuhan dan (2) menganalisis kinerja unit usaha kredit barang BUM Desa UPK Sejahtera secara keseluruhan dengan balanced scorecard. Penelitian ini dilaksanakan di unit usaha kredit barang BUM Desa UPK Sejahtera Desa Bareng Kecamatan Sugihwaras Kabupaten Bojonegoro pada bulan Maret 2017. Teknik pengumpulan data dilakukan dengan wawancara, observasi dan dokumentasi. Teknik penentuan sampel dengan cara purposive sampling dan random sampling dengan rumus slovin, sehingga didapatkan 55 responden. Hasil pengukuran kinerja unit usaha kredit barang BUM Desa UPK Sejahtera pada empat perspektif dengan balanced scorecard adalah sebagai berikut: (1) pada perspektif finansial dengan indikator NPM (Net Profit Margin), ROI (Return On Invesment) dan ROE (Return On Equity) adalah cukup dengan nilai 0,1, (2) pada perspektif pelanggan dengan indikator kepuasan pelanggan dan reputasi adalah baik dengan nilai 0,7, (3) pada perspektif proses bisnis internal dengan indikator inovasi dan layanan purna jual adalah cukup dengan nilai 0,45, (4) pada perspektif pembelajaran dan pertumbuhan dengan ukuran produktivitas pegawai dan pelatihan pegawai adalah kurang dengan nilai -0,15. Hasil pengukuran keseluruhan kinerja unit usaha kredit barang adalah cukup dengan nilai 0,1. Nilai tersebut menunjukkan bahwa kinerja unit usaha kredit barang BUM Desa UPK Sejahtera pada keseluruhan perspektif (perspektif finansial, pelanggan, proses bisnis internal dan pembelajaran dan pertumbuhan) dinilai cukup.
English Abstract
Rural-own Enterprises (BUM Desa) is one of poverty alleviation programs as a form of rural development. Bojonegoro regency is one of the districts in East Java Province that developed the Rural-own Enterprises as the strengthening institution of the village economy, one of them is in Bareng Village, Sugihwaras District. BUM Desa UPK Sejahtera Bareng Village aims to improve social welfare and security by managing business based on village potency. Unit business of credit items is one of the business units managed by BUM Desa UPK Sejahtera as a business service provider of selling items for household, electronic and agricultural equipment in credit to the Bareng Village people. However, there are still problems that hamper the process of developing business of credit items related loans limited capital, delay in paying and the lack of understanding of the people will be the business unit so that the effect on the number of customers and revenue gained and so far the performance measurement is done only to the financial performance not on the non aspect finance. So, this reserch measure the performance on financial and non financial aspects with balanced scorecard method, that is on four perspectives. This reserch perpose is (1) to analyze the performance unit business of credit items in Rural-own Enterprises (BUM Desa) UPK Sejahtera which is measured from financial perspective, customer, internal business process and learning and growth; and (2) to analyze the performance unit business of credit items in Rural-own Enterprises (BUM Desa) UPK Sejahtera as a whole with balanced scorecard. This research was conducted at Unit business of credit items BUM Desa UPK Sejahtera Bareng Village Sugihwaras district Bojonegoro Regency in March 2017. Technique of collecting data by interview, observation and documentation. The technique of determining samples by purposive sampling and ramdom sampling with slovin formula, so that got 55 respondents. The results of performance unit business of credit items BUM Desa UPK Sejahtera in four perspectives with balanced scorecard are as follows: (1) from financial perspective with NPM (Net Profit Margin) indicator, ROI (Return On Investment) and ROE (Return On Equity) Enough with a value of 0.1, (2) on customer acquisition indicators, customer satisfaction and reputation is good with a value of 0.7, (3) on the perspective of internal business processes with indicators of innovation and after-sales service is enough dnegan value 0,45, (4) on learning and growth perspective with employee productivity measure and employee training is less with value -0.15. The result of the overall measurement of business unit performance of goods loan is enough with value 0,1. The value indicates that the performance of Unit Business of Credit items BUM Desa UPK Sejahtera in whole perspective (financial perspective, customer, internal business process and learning and growth) is sufficient.
