Abstract

BUM Desa didirikan untuk mengelola potensi desa sesuai dengan kebutuhan masyarakat, sehingga diperoleh manfaat sosial dan manfaat ekonomi seperti peningkatan perekonomian desa dan terwujudnya kesejahteraan masyarakat. Program pengembangan BUM Desa sudah dijalankan di berbagai daerah Jawa Timur, salah satunya adalah Kabupaten Bojonegoro yang menjadikan BUM Desa “ANEKA USAHA” sebagai salah satu pilot project. BUM Desa tersebut telah berhasil mendapatkan kategori BUM Desa terbaik ketiga di Jawa Timur tahun 2016. Akan tetapi, unit usaha rumah bayar listrik sebagai salah satu unit yang dikelola oleh BUM Desa “ANEKA USAHA” memiliki banyak permasalahan seperti minimnya pendapatan dan penurunan jumlah pelanggan. Padahal, BUM Desa “ANEKA USAHA” diharuskan untuk berkontribusi terhadap PADesa. Oleh karena itu, penelitian ini bertujuan untuk menganalisis kinerja unit usaha rumah bayar listrik yang dikelola oleh BUM Desa “ANEKA USAHA” dan mendeskripsikan kontribusi unit usaha rumah bayar listrik terhadap PADesa. Penelitian ini merupakan penelitian deskriptif dengan pendekatan kuantitatif. Teknik penarikan sampel yang dilakukan dalam penelitian ini menggunakan metode purposive sampling dan simple random sampling. Metode pengumpulan data dilakukan dengan observasi, wawancara, studi kepustakaan, dan studi dokumentasi. Pengujian instrumen penelitian dilakukan dengan uji validitas dan uji reliabilitas dengan aplikasi PSPP. Analisis data dilakukan menggunakan analisis deskriptif dan pengukuran kinerja unit usaha berdasarkan empat perspektif balanced scorecard yaitu customers perspective, financial perspective, internal business process perspective, dan employees learning and growth perspective. Pengukuran kinerja dilakukan dengan menggunakan skala penilaian skor 1 (baik), skor 0 (cukup baik), dan skor -1 (kurang baik). Hasil penelitian menunjukkan bahwa pengukuran kinerja unit usaha rumah bayar listrik berdasarkan customers perpective diperoleh kategori cukup baik, diukur dengan indikator retensi pelanggan, kepuasan pelanggan, profitabilitas pelanggan, dan reputasi perusahaan. Kinerja berdasarkan financial perpective diperoleh kategori kurang baik, diukur dengan indikator NPM dan ROE. Kinerja berdasarkan internal business process perpective diperoleh kategori cukup baik, diukur dengan indikator proses operasi dan layanan purna jual. Kinerja berdasarkan employees learning and growth perpective diperoleh kategori cukup baik, diukur dengan indikator kompetensi pengurus dan produktivitas pengurus. Hasil pengukuran kinerja unit usaha rumah bayar listrik dengan balanced scorecard secara keseluruhan diperoleh kategori kurang baik. Hasil pengukuran kinerja sejalan dengan belum mampunya unit usaha rumah bayar listrik berkontribusi pada PADesa. Unit usaha ini hanya mampu berkontibusi kepada kas BUM Desa sekitar Rp 2.000.000 setiap tahun, sedangkan BUM Desa “ANEKA USAHA” diharuskan untuk memberikan kontribusi terhadap PADesa yaitu sebesar Rp 1.500.000 per bulan yang hanya diperoleh dari unit usaha HIPPAM.

English Abstract

BUM Desa was established to manage the potential of village according to the needs of society, so obtained the social and economic benefits such as improvement the village economy and realization of community welfare. BUM Desa development program has been implemented in many areas of East Java, including Bojonegoro District which is makes BUM Desa "ANEKA USAHA" as one of the pilot project. BUM Desa “ANEKA USAHA” is the third best BUM Desa in East Java at 2016. However, home pay electricity business unit as one of the business unit managed by BUM Desa “ANEKA USAHA” has many problems such as low income and decreasing of customer number, whereas BUM Desa “ANEKA USAHA” must be contribute to PADesa. Therefore, this research aims to analyze performance of home pay electricity business unit and to describe contribution of home pay electricity business unit to PADesa. Type of this research is descriptive research with quantitative approach. Sampling method of this research using purposive sampling and simple random sampling. The method of data collection consist of observation, interview, literature study, and documentation. Validity test and reliability test with PSPP application used to testing the research instrument. Method of data analysis using descriptive analysis and performance measurement based on four perspective of balanced scorecard consist of customers perspective, financial perspective, internal business process perspective, and employees learning and growth perspective. Performance measurement using the rating scale with category of poor (score -1), fair (score 0), and good (score 1) for each perspective. The result of this research obtained that performance measurement of home pay electricity business unit based on customers perpective can be categorized to fair category, measured by indicator of customer retention, customer satisfaction, customer profitability, and company reputation. Performance based on financial perspective categorized to bad category, measured by indicator of NPM and ROE. Performance based on internal business process perspective categorized to fair category, measured by indicator of operation process and after-sales service. Performance based on employees learning and growth perspective categorized to fair category, measured by indicator of employee competence and employee productivity. The measurement of home pay electricity business unit performance with balanced scorecard overall categorized to fair category. The results of performance measurement accordance with fact that home pay electricity business unit is not contribute to PADesa. This business unit is only able to contribute to cash inflow of BUM Desa around Rp 2,000,000 per year, while BUM Desa "ANEKA USAHA" is required to contribute to PADesa around Rp 1,500,000 per month, which is only obtained from the HIPPAM business unit.
