Abstract

Kolombia merupakan negara di kawasan Amerika Selatan yang memiliki masalah cukup pelik yaitu mengenai aktivitas drug trafficking. Drug trafficking di Kolombia merupakan yang terbesar di Amerika Selatan dan salah satu yang terbesar di dunia. Pada tahun 2000, pemerintah Kolombia memulai babak baru bekerjasama dengan pemerintah Amerika Serikat dalam menanggulangi drug trafficking. Kerjasama tersebut bernama Plan Colombia. Program Plan Colombia tidak hanya memberantas aktivitas drug trafficking, tetapi juga mencakup pembangunan ekonomi, kesehatan, dan pendidikan yang diharapkan bisa memberikan dampak positif bagi masyarakat. Dalam membahas strategi Plan Colombia, penulis menggunakan Theory of Change yang dipaparkan oleh Tim Midgley dalam bukunya yang berjudul Identifying Approaches and Measuring Impacts of Programmes Focused on Transnational Organized Crime. Teori ini terdiri dari 13 variabel sebagai strategi Kolombia dalam menanggulangi drug trafficking. Berdasarkan 13 variabel tersebut, strategi Kolombia bersama AS memberikan dampak positif yang dapat dilihat dari kondisi politik dan ekonomi dalam negeri Kolombia.

English Abstract

Colombia is a country in the South America region that has a quite intricate problem which is drug trafficking activity. Drug trafficking on Colombia is the biggest in South America and also one of the biggest in the world. In the year 2000, Colombian goverment start a new chapter by working together with the US goverment on matter of drug trafficking management. The result of the agreement is called Plan Colombia. Plan Colombia program not only eradicating drug trafficking activity, but also the building of economy, health, and also education which hopefully could give a positive impact to the people. Upon discussing Plan Colombia strategy, writer use the theory of change that explained by Tim Midgley in his book named Indentifying Approaches and Measuring Impacts on Programmes Focused on Transnational Organized Crime. This theory consists of thirteen variables as Colombia strategy to managing drug trafficking activities based on those thirteen variables, Colombia strategies along with the US goverment provide a positive impact which can be observed from political and economic condition in the Colombia.
