English Abstract
FLEGT is an Action Plan created by the EU to stop illegal logging by way of timber legality certification. VPA itself is an EU cooperation agreement with timber producing countries. But unfortunately there are still many timber producing countries that have not signed the VPA. Indonesia is one of the countries that has ratified the VPA agreement with the European Union. From a domestic perspective, forestry problems in Indonesia are still serious. In terms of trends and demand for legal timber on the international market is also increasing, especially the EU market. The author will discuss about how the process of adaptation by Indonesia to the level of domestic policy, taking into account domestic and international problems. To analyze the phenomenon, the author uses Policy Transfer Framework from David Dolowitz and David Marsh, which focuses only on what is transferred variable. With this variable will be understood policies, programs and negatie lesson conducted by the Indonesian government.
