Abstract
Penelitian ini membahas tentang pemekaran wilayah provinsi di Negara Indonesia. Pemekaran wilayah tersebut adalah pemerkaran wilayah Provinsi Kalimantan Utara sebagai Provinsi ke 34 di Indonesia. Sedangkan wilayah yang dimekarkan adalah berasal dari wilayah Provinsi Kalimantan Timur sebagai provinsi induknya. Pemekaran ini resmi dilakukan pada tahun 2012 melalui Undang-Undang Nomor 20 Tahun 2012 tentang Pembentukan Provinsi Kalimantan Utara. Penelitian ini dilakukan dengan mengunakan teori Edward III, dimana teori ini membahas tentang implementasi kebijakan. Hal ini sesuai dengan salah satu rumusan masalah yang diangkat yaitu, tentang Implementasi pemekaran wilayah Provinsi Kalimantan Utara. Penelitian ini menggunakan metode penelitian kualitatif, dimana peneliti mengumpulkan data-data dokumen dan wawancara langsung. Hasil penelitian dalam penelitian ini adalah bahwa Provinsi Kalimanatan Utara merupakan provinsi termuda yang telah disetujui pemekarannya pada tahun 2012. Sementara itu proses implementasinya pun masih bergantung pada pembinaan dari provinsi Induk dan juga pada pemerintah pusat. Hal ini dilakukan untuk pengalaman penyelengaraan pemerintahan otonomi daerah yang berkembang dan maju. Pemekaranya pun didorong oleh banyaknya daerah terpencil dan plosok, serta masalah-masalah perbatasan. sehingga kesimpulannya adalah bahwa pemekaran ini sangat dibutuhkan untuk menyelesaikan berbagai masalah fasilitas pelayanan publik yang tidak memadai dan berbagai masalah perbatasan dengan negara tetangga
English Abstract
This study discusses the expansion of provincial areas in the country of Indonesia. The division of the region is the territory of North Kalimantan Province as the 34th province in Indonesia. While the area that is expanding comes from the East Kalimantan Province as the origin province. This division was officially conducted in 2012 through Law Number 20 Year 2012 on the establishment of the Province of North Kalimantan. This research is done by using Edward III theory, where the theory is about the implementation of policy. This is in accordance with one of the formulation of the issues raised, namely, the Implementation of the expansion of North Kalimantan Province. This study uses qualitative research methods, where researchers collect document data and direct interviews. The result in this research is that North Kalimantan Province is the youngest province which has been approved by its expansion in 2012. In the meantime, the implementation process still depends on the guidance from the province of origin and also the central government. This is done for the developing experience and developing regional autonomy administration. Its expansion is also driven by the many remote areas and border issues. So the conclusion is that expansion is urgently needed to solve various problems of inadequate public service facilities and various border issues with neighboring countries
