Abstract
Penelitian ini membahas mengenai tindakan penolakan petani sayur atas program “Go Organik” yang dicanangkan pemerintah Kota Batu. Program ini dilaksanakan berdasarkan Peraturan Walikota Nomor 22 Tahun 2014. Program ini dibentuk tidak berdasarkan kebutuhan petani melainkan sebagai cita-cita walikota untuk mewujudkan Kota Batu sebagai Sentra Pertanian Organik Berbasis Kepariwisataan Internasional. Petani dipaksakan untuk mengkonversi usaha tani lahan dari pertanian konvensional menuju pertanian organik. Konversi lahan menjadi pertanian organik dibutuhkan proses yang rumit dan menyulitkan petani. Petani diharuskan mengeluarkan biaya yang besar untuk mendapatkan sertifikasi sebagai penjamin mutu produk pertanian organik dan petani juga tidak memiliki jaringan pemasaran untuk memasarkan hasil produk organik. Tujuan dari penelitian ini adalah untuk untuk menganalisis tindakan resistensi petani sayur pada kebijakan pertanian program “Go Organik” yang dicanangkan oleh pemerintah Kota Batu di Desa Sumber Sejahtera Kecamatan Batu Kota Batu. Penelitian ini menggunakan konsep resistensi dari James C. Scott sebagai kerangka analisisnya. Pemilihan konsep ini karena James C. Scott telah mendalami tindakan resistensi yang dilakukan oleh petani melalui penelitian yang dilakukan di negara-negara berkembang di Asia Tenggara pada era pra-kapitalis. Dari penilitian yang dilakukan Scott bahwa tindakan penolakan yang dilakukan petani sebagai tindakan perlawanan pasif. Metode penelitian yang digunakan adalah metode kualitatif dengan pendekatan studi kasus dan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Hasil dari penelitian menunjukkan bahwa tindakan penolakan yang dilakukan oleh petani sayur di Desa Sumber Sejahtera sangat pasif. Para petani di Desa Sumber Sejahtera saling menyepakati untuk tetap mengaplikasikan bahan kimia pada lahan mereka. Petani menghindarkan diri dari segala resiko jika menerapkan petanian organik seperti rumitnya sistem pertanian organik, gagal panen, dan kesulitan untuk memasarkan produk organik. Petani juga melakukan tindakan tipu-menipu dengan melabelkan produk konvensional menjadi produk organik. Meskipun Pemerintah Kota Batu mengalirkan bantuan kepada petani agar program “Go Organik” dapat terwujud, petani tidak mengaplikasikan bantuan tersebut pada lahan organik melainkan pada lahan konvensional. Petani di Desa Sumber Sejahtera tidak menerapkan sistem pertanian organik bahkan mengabaikan peraturan dengan mengatakan sedang berproses menuju pertanian organik padahal para petani sama sekali menolak sistem pertanian organik.
English Abstract
This study discusses about the reject action of vegetable peasants on the program of "Go Organic" that has planning by the government of Batu City. This programme performed based on ther rule‟s Mayor No.22 in 2014. This programme isn‟t made based on the peasants needed, but as the idea of Mayor to realize Batu City as the central of the organic agricultural according to the International Tourism. The peasants forced for field convention from the agricultural covertion from the agricultural conventional to the organic agricultural. The conventional field to be the organic agricultural is need complex process and it make a trouble for the peasants. The vegetable‟s peasants must be spend the large cost for take the sertification as a warrant‟s quality of the organic agricultural product, a as well as the peasants haven‟t the marketing network to sell their harvest organic product. The aim of this study is to analyze the resistance action of vegetable‟s peasants on the policy of agricultural "Go Organic" programme that planning by Batu City government at Sumber Sejahtera Village-Batu regency in Batu City. This study used the concept of resistance from James C. Scott as the frame analyze. The election of this concept cause James C. Scott has found resistancy act that done by the peasants through the study that done in Pre-Capitalist Era the in development country in South-East Asia. From the study which done by Scott is reject action of the peasants as an action of passive resistence. The study method used is the qualitative method by by approximation case study and data collecting technical by observation, interview, and documentation. The results of the study shown that resistancy of the vegetable‟s peasants in Sumber Sejahtera Village are too passive. The peasants in there agree each other tostill apply the chemical materials on their field. The peasants avoid their selves from all the risk if they apply the organic agricultural as complex as the organic product. The peasants as well as do the trick action by labelling the conventional product to be the organic product, although the Government of Batu City flowed fund to helping the peasants in order “Go Organic” programme can materialized. In fact, the peasants do not apply that fund on their organic field but on conventional field. The peasants of Sumber Sejahtera Village do not apply organic agricultural system eventhough they ignore the rule by saying while process to organic agricultural whereas the peasants are quite reject the system of organic agricultural.
