Abstract
Penelitian ini mengidentifikasi bagaimana strategi pemerintah dalam mengatasi masalah sumber daya air di Kabupaten Probolinggo. Hal ini melibatkan peran pemerintah yang menerapkan kebijakan di bidang ekologi dan masyarakat yang ikut berpartisipasi dalam pelaksanaan kebijakan dalam mewujudkan suatu daerah terbebas dari masalah sumber daya air tersebut. Jenis penelitian ini adalah kualitatif deskriptif dimana pengumpulan datanya menggunakan data primer yaitu wawancara, dan data sekunder, diperoleh dari dokumen yang dianalisis menggunakan teknik kondensasi data. Keabsahan datanya menggunakan triangulasi sumber. Masalah ekologi yang terjadi dalam proses pengelolaan sumber daya air di Kabupaten Probolinggo yaitu, mulai dari kekeringan, banjir, dan pencemaran limbah rumah tangga yang disebabkan oleh kuantitas dan kualitas dari sumber daya air tersebut. Hal tersebut berdampak pada perekonomian dan infrastruktur yang ada di Kabupaten Probolinggo. Mengamati fenonema tersebut, dibutuhkan peran pemerintah untuk mengatasi masalah tersebut yang diwujudkan dengan berbagai strategi yang diterapkan oleh pemerintah Kabupaten Probolinggo. Hasil yang diperoleh dalam penelitian ini adalah menggambarkan tentang penyebab terjadinya kekeringan, banjir dan pencemaran pada sumber daya air tersebut, serta kebijakan dan strategi yang diterapkan oleh pemerintah yaitu, implementasi Contigencies’s Plan of Drought, Flood Emergency Response and Assistance dan Upaya Mengatasi Pencemaran Limbah Rumah Tangga.
English Abstract
This research identified on how the government maintained water resource problems in Probolinggo Regency. It involved the roles of local government regarding the implementation of policy in the field of ecology and the involvement of society who has been participated in organizing the policy in order to create a free of water resource problems area. This research used a qualitative descriptive method, in which the data collecting process used primarily data i.e interview, and the secondary data was collected from the analysed documents that used condensation data technique. While the data validation used resource triangulation. Ecology problems that has been happening in the maintaining process of water resource in Probolinggo Regency such as drought, flood, pollution of household waste, caused by the quantity and the quality of water resource itself. Those problems affected in economic matters and infrastructures in Probolinggo Regency. And by those phenomenon, the role of government to solve those problems was precisely needed which has already formed as various implemented strategy by Government of Probolinggo Regency. The results obtained in this research are describing the causes of drought, flood and pollution of water resource, and all the strategies that have been implemented by the government, named as Contigencies Plan of Drought, Flood Emergency Response and Assistance and Efforts to overcome Pollution of Household Waste.
