Abstract
Unit usaha Proyek Pengembangan Air Tanah (P2AT) BUM Desa Karya Utama mengelola irigasi melalui sumur pompa dalam meningkatkan hasil produksi pertanian. Kontribusi yang diberikan terhadap Pendapatan Asli Desa (PADes) juga cukup tinggi setelah unit pasar desa. Namun, keuntungan yang diperoleh tidak diimbangi dengan kinerja yang baik. Ketersediaan air tanah pada sumur pompa tidak dapat memenuhi kebutuhan air irigasi petani pada musim kemarau. Selain itu, petani juga masih membayar iuran untuk memperbaiki kerusakan yang ada. Permasalahan tersebut memerlukan perbaikan dengan pengukuran kinerja dalam pengelolaaan unit usaha P2AT BUM Desa Karya Utama untuk meningkatkan kinerja dan pelayanan kepada masyarakat. Penelitian ini bertujuan (1) menganalisis kinerja unit usaha P2AT BUM Desa Karya Utama yang di ukur dari perspektif finansial, pelanggan, proses bisnis internal dan pembelajaran dan pertumbuhan (2) mendeskripsikan hasil kinerja unit usaha P2AT BUM Desa Karya Utama secara keseluruhan dengan balanced scorecard (3) mengidentifikasi unit usaha P2AT BUM Desa Karya Utama dalam memberikan kontribusi terhadap sumbangan Pendapatan Asli Desa (PADes). Penentuan responden dilakukan dengan cara sengaja (purposive) dengan pertimbangan tertentu (judgment sampling). Kriteria responden adalah petani yang merupakan pelanggan dari unit usaha P2AT BUM Desa Karya Utama. Data yang digunakan adalah data primer dan data sekunder. Pendekatan penelitian yang digunakan pada penelitian ini adalah pendekatan kuantitatif. Teknik analisis data menggunakan metode balanced scorecard berdasarkan empat perspektif yaitu perspektif finansial, perspektif pelanggan, perspektif proses bisnis internal, dan perspektif pembelajaran dan pertumbuhan. Hasil pengukuran kinerja unit usaha P2AT BUM Desa Karya Utama pada empat perspektif dengan balanced scorecard adalah sebagai berikut: (1) iii perspektif finansial memiliki 3 indikator yaitu Return On Assets (ROA), Return On Investment (ROI), Return On Equity (ROE) memiliki kinerja yang baik karena mengalami peningkatan dari tahun sebelumnya (2) perspektif pelanggan memiliki 2 indikator yaitu kepuasan pelanggan dan reputasi. Kepuasan pelanggan dinilai baik dengan total skor yang diperoleh sebesar 1601. Reputasi unit usaha P2AT dan BUM Desa Karya Utama dinilai cukup baik dengan total skor yang diperoleh sebesar 1390 (3) perspektif proses bisnis internal dengan indikator layanan purna jual dinilai buruk karena terdapat banyak keluhan dari para pelanggan (4) perspektif pembelajaran dan pertumbuhan memiliki 3 indikator yaitu retensi pegawai, produktivitas pegawai dan kapabilitas pegawai. Retensi pegawai dan kapabilitas pegawai dinilai cukup karena dapat mempertahankan jumlah pegawai dan seluruh pegawai mengikuti beberapa pelatihan yang ada. Pada produktivitas pegawai dinilai baik karena adanya peningkatan keuntungan yang diperoleh dari tahun sebelumnya. Hasil pengukuran keseluruhan kinerja unit usaha P2AT BUM Desa Karya Utama pada tahun 2015-2016 dengan metode balanced scorecard adalah sebesar 0,44. Hasil tersebut menunjukkan bahwa kinerja unit usaha P2AT secara keseluruhan termasuk dalam kriteria cukup. Unit usaha P2AT BUM Desa Karya Utama memberikan kontribusi PADes cukup besar. Namun, penetapan jumlah kontribusi terhadap PADes terlalu besar sehingga unit usaha P2AT mengalami kendala dalam mengembangkan usahanya. Berdasarkan hasil penelitian yang telah didapatkan, dapat dikemukakan beberapa saran dari penelitian ini diantaranya adalah (1) Unit usaha P2AT BUM Desa Karya Utama perlu meningkatkan sarana dan prasarana seperti perbaikan maupun perbaruan jaringan air yang bocor sehingga penyaluran air dari sumur pompa ke lahan petani dapat optimal (2) Pemerintah Desa diharapkan juga diharapkan berpartisipasi dalam pengembangan unit usaha P2AT kedepanya karena kontribusi terhadap PADes cukup besar dan keberadaan unit usaha P2AT juga membantu meningkatkan perekonomian masyarakat (3) BUM Desa Karya Utama perlu meningkatkan sosialisasi dan pemberian informasi mengenai unit usaha P2AT maupun BUM Desa Karya Utama.
English Abstract
Business Unit of Ground Water Development Project (P2AT) BUM Desa Karya Utama manages irrigation through pump wells in improving agricultural production. The contribution given to village original incomes (PADes) is also quite high after the village market unit. However, the profit earned is not matched by good performance. The availability of groundwater at pump wells can not meet the needs of farmer’s irrigation water during the dry season. In addition, farmers also still pay dues to repair the damage. These problems require improvement by performance measurement in the management of P2AT BUM Desa Karya Utama business unit to improve the performance and service to the community. The objectives of this research are: (1) analyze the performance of business unit P2AT BUM Desa Karya Utama which is measured from financial perspective, customer, internal business process and learning and growth, and (2) describe the performance of business unit P2AT BUM Desa Karya Utama overall with balanced scorecard (3) Identified the business unit of P2AT BUM Desa Karya Utama in contributing to the Village Original Income (PADes). Determination of respondents conducted by purposive with certain considerations (judgment sampling). Criteria of respondent are farmers who are customers of the business unit P2AT BUM Desa Karya Utama. The data used are primary data and secondary data. The research approach used in this research is quantitative approach. Quantitative research is a method to test a particular theory by examining the relationship between variables. Data analysis techniques using balanced scorecard method based on four perspectives are financial perspective, customer perspective, internal business perspective, and learning and growth perspective. The results performance measurement of business unit P2AT BUM Desa Karya Utama on four perspectives with balanced scorecard are as follows: (1) financial perspective has 3 indicators that is Return On Assets (ROA), Return On v Investment (ROI), Return On Equity (ROE) has a good performance because it has increased from the previous year (2) customer perspective has 2 indicators of customer satisfaction and reputation. Customer satisfaction is good with total score obtained 1601. Reputation of business unit P2AT and BUM Desa Karya Utama Utama is considered good enough with total score obtained by 1390 (3) internal business processes perspective with after-sales service indicators is considered poor because there are many complaints from customers (4) learning and growth perspective has 3 indicators: employee retention, employee productivity and employee capability. Employee retention and employee capability are considered sufficient because it can maintain the number of employees and all employees follow some existing training. In employee productivity is considered good because of the increase in profits obtained from the previous year. The overall measurement result of business unit P2AT BUM Desa Utama Utama performance in 2015-2016 with balanced scorecard method is 0.44. The results indicate that the overall performance of business unit P2AT is included in fairly enough criteria. The business unit of P2AT BUM Desa Karya Utama contributed significantly to PADes. However, the determination of contribution amount to PADes is too big so that P2AT business unit is experiencing difficulties in developing its business. Based on the results of research that has been obtained, can be raised some suggestions from this research include (1) Business unit P2AT BUM Desa Karya Utama need to improve facilities and infrastructure such as repair and renewal of leaky water network so that the channeling of water from well pump to farmers can be optimal (2) The Village Government is also expected to participate in the development of its next unit of P2AT since the contribution to PADes is large and the existence of the P2AT business unit also helps to improve the economy of the community (3) BUM Desa Karya Utama needs to improve the socialization and provision of information on business unit P2AT and BUM Desa Karya Utama.
