Abstract

The village development is specifically regulated in Permendagri No. 114 of 2014 on Village Development Guidelines. This legality makes the villages in Indonesia begin to race in an effort to improve the welfare of the community through the development and elaboration of its potential through a variety of ways, one of which is through the Village Owned Enterprises (BUMDES). One of the villages in Malang Regency that implements the Permendagri is Jambuwer Village Kromengan District. This study aims to determine the related village development through BUMDes in Jambuwer Village and know what factors are inhibiting and supportive in the development. The techniques of data collection using observation methods, interviews, and documentation. In this study, researchers used Alternative Development Theory John Friedmann to analyze village development conducted through BUMDes Jambuwer based on indicators of sustainability, participatory, social capital, and eliminate gender imbalances. The results of this study indicate that BUMDes Jambuwer conditions are concerning and have not contributed the least to the development of the village. The problems faced by BUMDes Jambuwer are minimal capital, low quality of natural resources, has not got the trust of the village head, the stagnant unit of savings and loan business, and not yet join the existing business units in the village. Some of these obstacles make BUMDes a road in place. The initiation of the establishment of BUMDes in this village is not purely from the village but Malang Regency through the PMD service. The condition of BUMDes gives meaning that Jambuwer Village is actually not ready for human resources, natural resources, capital, and other supporting factors to run BUMDes. In other words, the development of BUMDes in Jambuwer seemed to be felt in order to realize the Malang Regency Government program to realize 1 village 1 BUMDes. Based on the results of the research, Malang Regency Government is expected to be more serious and selective again in choosing the village to be guided as well as guided to create independent BUMDes so that not only focus to "establish" BUMDes, but make BUMDes useful.
