Abstract
Energi terbarukan merupakan salah satu cara untuk menangani permasalahan climate change. Costa Rica berupaya menjadi negara berkembang pertama yang menerapkan energi terbarukan 100% yang mana energi itu dialokasikan ke listrik, melalui sumber daya terbarukan seperti air, angin dan geothermal. Terdapat kebijakan strategi tahun 2010 untuk mengganti energi fosil impor dengan energi terbarukan, memprioritaskan pembangunan pembangkit listrik energi terbarukan dan meningkatkan partisipasi aktor lain termasuk sektor swasta dalam pengembangan projek. Kepentingan Costa Rica dalam pengembangan tersebut dilakukan untuk menjaga komitmen Costa Rica dalam rezim internasional terkait climate change dan untuk mengurangi ketergantungan terhadap impor minyak. Penelitian ini membahas proses modernisasi kebijakan ekologi Costa Rica dalam mengembangkan energi terbarukan tahun 2010-2016, dengan menggunakan teori modernisasi ekologi oleh Arthur P.J. Mol dan David A. Sonnenfeld. Penelitian ini diharapkan dapat menjelaskan dengan mendalam mengenai proses modernisasi kebijakan ekologi Costa Rica dalam pengembangan energi terbarukan.
English Abstract
Renewable energy is one of solution to climate change issues. Costa Rica seeks to become the first developing country to apply 100% renewable energy which energy is allocated to electricity, through renewable resources such as hydro, wind and geothermal. There is strategic policy in 2010 to replace imported fossil energy with renewable energy, prioritize the development of renewable energy generation and increase the participation of other actors including the private sector in project development. The interest of Costa Rica in that development is to keep Costa Rica's commitment in the international regime related to climate change and to reduce dependence on oil imports. This research discusses the process of modernizing Costa Rica's ecological policy in developing renewable energy in 2010-2016, using the theory of ecological modernization by Arthur P.J. Mol and David A. Sonnenfeld. This research is expected to explain deeply about the process of modernizing Costa Rica's ecological policy in the development of renewable energy.
