Abstract
Tahun 2007 Pemerintah Jerman dan Pemerintah Indonesia menyepakati kerjasama bantuan luar negeri. Dalam kesepakatan tersebut terdapat program local and regional economic development (LRED). Program LRED merupakan upaya pemerintah Jerman membantu memaksimalkan potensi sektor unggulan daerah yang terpilih di daerah. Dalam kesepakatan tersebut, program LRED dilaksanakan di tiga daerah terpilih yaitu Jawa Tengah, Kalimantan Barat dan Nusa Tenggara Barat. Penelitian ini bertujuan untuk menjelaskan implementasi program LRED yang dilaksanakan di Nusa Tenggara Barat pada tahun 2011 sampai dengan tahun 2014. Penulis meneliti tentang implementasi program di Nusa Tenggara Barat dikarenakan oleh perbedaan hasil dengan program-program yang dilaksanakan sebelumnya, baik di Jawa Tengah dan Kalimantan Barat. Oleh karena itu, penting untuk melihat bagaimana implementasi dari program LRED tersebut di Nusa Tenggara Barat. Dalam hal ini, peneliti menggunkana konsep bantuan luar negeri private sector development (PSD) yang di tulis oleh Mads V.K dkk. Oleh Mads dkk, menjelaskan bahwa dalam penyaluran bantuan luar negeri private sector development, terdapat empat instrumen implementasi bantuan. Ke empat instrumen tersebut diantaranya Investment Support Programmes, Enabling Environment Support Programmes, Privatisation and Comercialitation Programmes, dan yang terakhir yaitu Bussines Partnership Programmes. Program bantuan Jerman di kepada sektor swasta di NTB telah dilaksanakan berdasarkan empat instrumen bantuan private sector development (PSD). Tetapi dalam implementasi nya, ada program-program yang memerlukan asistensi tambahan serta ada juga program yang memberikan dampak positif cukup signifikan.
English Abstract
By 2007, the Government of Germany and the Government of Indonesia agreed on foreign aid cooperation. In the agreement, there is a program of local and regional economic development (LRED). The LRED program is an effort by the German government to help maximize the potential of the region's selected regional sectors. Under the agreement, the LRED program was implemented in three selected regions: Central Java, West Kalimantan and West Nusa Tenggara (NTB). This study aims to explain the implementation of the LRED program that implemented in West Nusa Tenggara between 2011 until 2014. The author examines the implementation of the program in West Nusa Tenggara due to differences in outcomes with previously implemented programs, both in Central Java and West Kalimantan. Therefore, it is important to see how the implementation of the LRED program is in West Nusa Tenggara. (Why is it important?). In this case, the researcher uses the concept of foreign assistance private sector development (PSD) which is written by Mads V.K et al. By Mads et al, explaining that in the overseas distribution of private sector development aid, there are four instruments of aid implementation. The four instruments include Investment Support Programs, Enabling Environment Support Programs, Privatization, Commercialization Programmes, and also Business Partnership Programs. The German aid program in the private sector at NTB has been implemented based on four private sector development (PSD) assistance instruments. Nevertheless, in the implementation, there are programs that require additional assistance and also programs that have a significant positive impact.
