Abstract
Penelitian ini yang berjudul “Dinamika Politik Lokal dalam Industri Minyak dan Gas Bumi (Studi Kasus Peraturan Daerah No. 23 tahun 2011 tentang Percepatan Pertumbuhan Ekonomi Daerah dalam Pelaksanaan Eksplorasi dan Eksploitasi serta pengelolaan Minyak dan Gas Bumi (Migas) di Kabupaten Bojonegoro)” ini merupakan penelitian yang menggunakan metode deskriptif kualitatif dengan teknk pengumpulan data melalui indepth interview, observasi, studi dokumentasi, dan studi literatur. Penelitian ini dimaksudkan untuk mengetahui dinamika politik proses dan implementasi Peraturan Daerah No. 23 tahun 2011 tentang Percepatan Pertumbuhan Ekonomi Daerah dalam Pelaksanaan Eksplorasi dan Eksploitasi serta pengolahan Minyak dan Gas Bumi (Migas) di Kabupaten Bojonegoro atau yang biasa disebut Perda Konten Lokal. Perda ini digunakan Pemerintah Kabupaten Bojonegoro untuk mengelola industrialisasi Migas di Kabupaten Bojonegoro supaya berpihak kepada masyarakat lokal Bojonegoro. Dinamika proses dan implementasi ini dibahas lebih lanjut dengan teori powercube. Powercube memotret dimensi kekuasaan dari segi ruang, bentuk, dan level. Dimana ketiga terkait dinamika politik proses dan implementasi Perda. Di segi proses tarik ulur Perda menimbulkan beberapa perdebatan antara masyarakat lokal dan pihak swasta, beberapa operator perusahaan menginginkan proyek negara ini segera berlanjut, di sisi lain masyarakat lokal tetap menuntut penghentian proyek sebelum tuntutan mereka diakomodir. Pemerintah pusat dan pemerintah provinsi Jawa Timur juga seolah tak mau Perda ini mengambil wewenangnya karena ada beberapa substansi Perda yang dianggap menyalahi wewenang Pemkab Bojonegoro. Dinamika politik semakin menarik mengingat Bojonegoro saat itu akan mengadakan Pemilukada sehingga ketika Perda disahkan akan menguntungkan incumbent yang dianggap memberikan akses ekonomi kepada masyarakat lokal.
English Abstract
This study, entitled "Dynamics of Local Politics in the Oil and Gas Industry (Case Study Regional Regulation No. 23 of 2011 on the Acceleration of Regional Economic Growth in the Implementation of exploration and exploitation and management of Oil and Gas (Oil and Gas) in Bojonegoro)”. This is a research which uses qualitative descriptive method with teknk collecting data through in-depth interview, observation, documentation studies, and literature studies. This study aimed to determine the dynamics of the political process and the implementation of the Regional Regulation No. 23 of 2011 on the Acceleration of Regional Economic Growth in the Implementation of exploration and exploitation and processing of Oil and Gas (Oil and Gas) in Bojonegoro or commonly called the Local Content regulation. This regulation is used to manage government Bojonegoro Bojonegoro industrialization of oil and gas in order to favor the local community Bojonegoro. As the main focus of this research is the process of decision and implementation in the field. At this process occurs several strong political dynamics even affect the political level in national and global levels. In it there is also space space created by the government for the public to participate participation in public policy in the form of this law. On the other hand, there is the side where the government hides, even accidentally close the space for the public to know the issue a sensitive issue, this issue may affect the dynamics of politics from the local to national. This has resulted in a living room space konstestasi interesting political dynamics, as more people are sensitive and critical, the space enclosed space that is hidden and can be dismantled. Therefore, the author gives a perspective of the process of industrialization management policies and their regulation of oil and gas in Bojonegoro using PowerCube theory ala Political scientist John Gaventa. On the political dynamic regulation process marred with some controversy between the central and local chapters of the article alleged seize central authority, not to mention this law is considered among the NGOs are still not yet fully sided with the local community Bojonegoro. At the commencement process that lasted a year before Election profitable incumbent forward again, proven incumbent increased voice in the area around the Cepu Block and Block Old Wells. Similarly in the implementation of this regulation is still impressed not maximized, monitoring and enforcement are still lacking the Government Bojonegoro.
