Abstract
Pemerintah Inggris telah mengesahkan sebuah kebijakan yang bertajuk “International Development (Official Development Assistance Target) Act 2015‖ pada 26 Maret 2015. Kebijakan tersebut berisi mengenai kewajiban bagi pemerintah Inggris untuk memenuhi target bantuan luar negeri dari PBB sebesar 0,7% dari gross national income (GNI). Kebijakan tersebut merupakan penegasan dari komitmen Inggris terhadap target 0,7% yang mulai direalisasikan sejak tahun 2013. Dalam penelitian ini, penulis menggunakan konsep National Role Conception Marijke Breuning yang berfokus pada persepsi para pembuat kebijakan di bidang bantuan luar negeri. Konsep tersebut digunakan untuk mengetahui persepsi pemerintah Inggris tentang peran Inggris dalam kebijakan realisasi target 0,7% dari GNI. Penulis kemudian merumuskan hipotesis bahwa pemerintah Inggris memiliki persepsi tentang peran activist dalam kebijakan realisasi target 0,7% dari GNI dalam “International Development (Official Development Assistance Target) Act 2015‖. Penelitian ini bertujuan untuk membuktikan apakah pemerintah Inggris memang memiliki persepsi tentang peran activist.
English Abstract
On March 26, 2015, the British government has launched a policy entitled "International Development (Official Development Assistance Target) Act 2015". The policy contains an obligation for the British government to meet the 0.7% UN foreign aid target of gross national income (GNI). The policy is an affirmation of the United Kingdom‟s strong commitment on the 0.7% target which they had met since 2013. In this research, the author uses Marijke Breuning‟s National Role Conception which focuses on the perception of policy makers in the foreign aid area. This concept is used to find out the British government‟s perception of UK‟s role in the policy of meeting the 0.7% target. The author then proposed a hypothesis that the British government has a perception about the role of activist in the policy of meeting the 0.7% target within "International Development (Official Development Assistance Target) Act 2015". This research aims to prove whether the British government does have a perception about the role of activist.
