Abstract
Permasalahan lingkungan internasional menjadi salah satu sorotan, terutama mengenai perubahan iklim. Perubahan iklim yang berakhir dengan meningkatnya suhu di muka bumi ini dikaitkan dengan meningkatnya aktifitas manusia yang menyumbang jumlah karbondioksida di atmosfer bumi. Hal ini terjadi di hampir seluruh dunia terutama negara berkembang, salah satunya adalah Indonesia. Indonesia merupakan negara emitor terbesar ketiga di dunia sebagai dampak dari aspek penggundulan hutan di Indonesia yang menyebabkan suhu di Indonesia naik hingga mengancam keberadaan penduduk miskin untuk bertahan hidup. Oleh karena itu, World Bank selaku institusi yang turut memberi bantuan luar negeri, memberikan bantuan pinjaman melalui program Climate Change Development Policy Loan untuk membantu Indonesia dalam mengurangi bahaya dan dampak perubahan iklim di Indonesia. Penulis menggunakan climate action yakni salah satu variabel SDGs sebagai alat untuk melihat bagaimana analisis climate action dalam program Climate Change Development Policy Loan di Indonesia tahun 2010 dan didapatkan hasil yakni semua program terkait perubahan iklim sudah dijalankan dan ada beberapa diterapkan secara maksimal, dan ada yang tidak maksimal karena beberapa faktor.
English Abstract
The international environmental issues become one of the highlights, especially on climate change. Climate change that ends with rising temperatures on earth is associated with increased human activity contributing to the amount of carbon dioxide in the Earth's atmosphere. This happens in almost all the world especially developing countries, one of them is Indonesia. Indonesia is the third largest emitter country in the world as a result of deforestation in Indonesia causing the temperature in Indonesia to rise to threaten the existence of poor people to survive. Therefore, World Bank as an overseas aid institution provides loan assistance through the Climate Change Development Policy Loan program to assist Indonesia in reducing the dangers and impacts of climate change in Indonesia. The author uses climate action that is one of the variables of SDGs as a tool to see how the climate action analysis on Climate Change Development Policy Loan program in Indonesia in 2010 and obtained the result that all climate change related programs have been implemented and some are applied maximally, and some are not maximum due to several factors.
