Abstract
Bandeng asap merupakan salah satu olahan ikan bandeng yang menjadi produk unggulan Kabupaten Sidoarjo. Hasil data yang diperoleh dari Dinas Kelautan dan Perikanan Kabupaten Sidoarjo terdapat 13 UKM yang mengolah ikan bandeng, total hanya 5 UKM yang memproduksi bandeng asap yaitu Bandeng Enak Bu Sunnah, UD. Bunda Foods, Bandeng Asap Kartini, Sumber Rejeki dan Bu Djalil. Banyaknya UKM yang mengolah ikan bandeng berdampak pada persaingan mendapatkan bahan baku. Hal ini dikarenakan masih kurangnya koordinasi antara pihak UKM dengan supplier berkaitan dengan pasokan bahan baku yang belum sesuai dengan permintaan yaitu dari segi ukuran dan berat pada ikan bandeng segar. Lokasi UKM yang tidak berada di pusat kota menyebabkan pemasaran produk yang kurang maksimal, sehingga dapat mempengaruhi kinerja serta daya saing pada UKM. Adanya permasalahan diatas, dibutuhkan kelembagaan rantai pasok yang bekerja secara maksimal sehingga dapat menangani permasalahan pada UKM di Kabupaten Sidoarjo dan menganalisis pengaruh kelembagaan yang terlibat terhadap kinerja dan daya saing UKM. Penelitian ini bertujuan untuk mengetahui pengaruh kelembagaan rantai pasok terhadap kinerja dan daya saing UKM serta untuk mengetahui pengaruh kinerja UKM terhadap daya saing UKM. Penelitian ini menggunakan metode GSCA untuk mengetahui keterkaitan antara kelembagaan rantai pasok terhadap kinerja dan daya saing UKM dengan cara melihat adanya pengaruh antar variabel penelitian. Sampel yang digunakan adalah 5 UKM yang masuk dalam pengklasteran UKM Bandeng Asap dengan jumlah responden 15 orang. Berdasarkan hasil penelitian didapatkan model matematis Y1= 0,803X dan Y2= 0.567X + 0,414Y1, dengan nilai FIT sebesar 0,589 dan nilai AFIT sebesar 0,536. Hal ini menunjukkan bahwa kelembagaan rantai pasok memilki pengaruh yang positif dan signifikan terhadap kinerja. UKM yang menjalankan kelembagaan rantai pasok dengan baik dapat meningkatkan kinerja UKM. Kelembagaan rantai pasok memilki pengaruh yang positif dan signifikan terhadap daya saing. Kelembagaan rantai pasok dipengaruhi oleh indikator kepercayaan, komitmen, komunikasi dan kemitraan memberikan pengaruh terhadap peningkatkan daya saing UKM. Komunikasi merupakan salah satu indikator yang paling mempengaruhi pada kelembagaan rantai pasok. Selain itu, kinerja memberikan pengaruh positif dan signifikan terhadap daya saing. Pengaruh kinerja daya saing ditunjukkan salah satunya yaitu penjualan produk yang baik tidak jauh dari kerjasama dengan sumber daya manusia yang dimiliki. Penjualan produk adalah indikator yang paling mempengaruhi pengukuran kinerja dan sumber daya manusia adalah indikator yang paling mempengaruhi penilaian daya saing dalam UKM.
English Abstract
Smoked Milkfish is one of the processed milkfish that became the superior product of Sidoarjo regency. The results of data obtained from the Office of Marine and Fisheries Sidoarjo regency there are 13 SMEs that process milkfish, a total of only 5 SMEs producing smoked milkfish is Bandeng Enak Bu Sunnah, UD. Bunda Foods, Bandeng Kartini, Sumber Rejeki and Bu Djalil. The relationship between SMEs smoked milkfish is located quite far apart is still running individually in the fulfillment of their needs so that the performance of each SMEs become less than optimal. Therefore, in the previous research, industrial clusters were formulated on SMEs smoked milkfish in Kab. Sidoarjo. The number of SMEs that process milkfish, impact on competition to get raw materials. This is because the lack of coordination between the SMEs with suppliers related to the supply of raw materials that are not in accordance with the demand in terms of size and weight in fresh milkfish. The location of SMEs that are not located in the center of the city leads to the marketing of less than optimal products, which may affect the performance and competitiveness of SMEs. The existence of the above problems, it needs a supply chain institute that works optimally so as to handle problems in SMEs in Sidoarjo Regency and analyze the influence of institutions involved on the performance and competitiveness of SMEs. This study aims to determine the influence and institutional relationship of supply chain to the performance and competitiveness of SMEs and to determine the influence and relationship of SMEs performance to the competitiveness of SMEs. This research uses GSCA method to know the relationship between institutional supply chain to performance and competitiveness of SMEs. The sample used is 5 SMEs who entered in clustering SMEs smoked milkfish with the number of respondents 15 people. Based on the results of the research obtained mathematical model Y1 = 0,803X and Y2 = 0.567X + 0,414Y1, with value of FIT equal to 0,589 and AFIT value equal to 0,536. This shows that the institutional supply chain has a positive and significant impact on performance. SMEs that run the supply chain institute well can improve the performance of SMEs. Institutional supply chain has a positive and significant impact on competitiveness. Institutional supply chain influenced by indicators of trust, commitment, communication and partnerships have an effect on increasing the competitiveness of SMEs. Communication is one of the most influential indicators on supply chain institutionalization. In addition, performance has a positive and significant impact on competitiveness. Effect of competitiveness performance shown one of them is good product sales not far from cooperation with human resources owned. Product sales are the indicators that most influence performance measurement and human resources are the most influencing indicators of competitiveness assessment in SMEs.
