Abstract
Sektor kelautan dan perikanan sangat dibutuhkan dalam pertumbuhan ekonomi untuk meningkatkan kesejahteraan masyarakat perikanan Kabupaten Pasuruan. Total hasil produksi perikanan tangkap jenis bandeng terus mengalami kenaikan sehingga mendorong banyaknya unit usaha untuk mengolah bandeng tersebut. Salah satu olahannya yaitu kerupuk bandeng. POKLAHSAR (Kelompok Pengolahan dan Pemasar) merupakan kelompok binaan Dinas Perikanan Kabupaten Pasuruan yang beranggotakan ibu-ibu rumah tangga yang berkegiatan dalam bidang pengolahan produk ikan bandeng. Salah satu POKLAHSAR yang memproduksi kerupuk bandeng adalah POKLAHSAR Mina Sentosa. Permasalahan yang dihadapi POKLAHSAR Mina Sentosa antara lain keterbatasan distribusi, keterbatasan persediaan produk, harga bandeng yang fluktuatif, proses pengeringan manual, dan komunikasi antar pelaku rantai pasok yang kurang efektif. Tujuan dari penelitian ini adalah menganalisis struktur dan model kelembagaan rantai pasok dan menentukan keterkaitan elemen dalam kelembagaan rantai pasok kerupuk bandeng di POKLAHSAR Mina Sentosa. Salah satu metode analisis kelembagaan rantai pasok adalah Interpretive Structural Modelling (ISM). Metode ISM digunakan untuk membantu dalam mengidentifikasi hubungan kontekstual antar sub-elemen dari setiap elemen yang membentuk suatu sistem. Elemen yang digunakan dalam penelitian ini antara lain kebutuhan, kendala, tujuan, dan lembaga yang terlibat dimana responden berasal dari praktisi POKLAHSAR Mina Sentosa, ketua Asosiasi Pengolahan dan Pemasar Perikanan, Dinas Perikanan dan Dinas Perindustrian dan Perdagangan Kabupaten Pasuruan, serta akademisi. Hasil analisis ISM menunjukkan jumlah level elemen kebutuhan ada 1 dengan sub-elemen kunci akses distribusi produk, pelatihan manajemen bisnis, ketersediaan modal, teknologi yang mendukung proses produksi dan komunikasi yang efektif. Jumlah level elemen kendala ada 2, dengan sub-elemen kunci proses pengeringan yang masih manual. Jumlah level elemen tujuan ada 3, dengan sub-elemen kunci kontinuitas bahan baku bandeng. Jumlah level elemen lembaga ada 1, dengan sub-elemen kunci petani, pengumpul/tengkulak, POKLAHSAR Mina Sentosa, Dinas Perikanan, dan Dinas Perindustrian dan Perdagangan Kabupaten Pasuruan. Sub-elemen kunci pada elemen kebutuhan dan lembaga berada pada sektor Lingkage, sedangan elemen kendala dan tujuan berada pada sektor independent. Beberapa upaya yang dapat dilakukan dalam peningkatan kelembagaan rantai pasok antara lain peningkatan pemasaran, teknologi, dan kompetensi tenaga kerja serta menjaga koordinasi setiap lembaga yang terlibat.
English Abstract
Marine and fishery sector are needed in economic growth to improve the welfare of fishery community of Pasuruan Regency where total fishery production continue to increase, which is dominated by milkfish, thus encouraging the number of business units to process the milkfish. One of them is Milkfish Crakers. POKLAHSAR (Group of Producer and Marketer) are a group formed by fisheries departement in Pasuruan Regency which consists of housewives who processed milkfish products. One of POKLAHSAR that produce Milkfish Crackers is POKLAHSAR Mina Sentosa. Problems that faced by POKLAHSAR Mina Sentosa includes limited access to marketing, limited distribution product, fluctuating price of milkfish, manual draining process, and communication among supply chain perpetrators that are less effective. The purpose of this study are to analyze the structure and model of institutional supply chain and determine the relation of elements in institutional supply chain of Milkfish Crackers in POKLAHSAR Mina Sentosa. One of analysis institutional supply chain method is Interpretive Structural Modelling (ISM). The ISM method is used to assist in identifying contextual relationships between sub-elements of each element that build a system. Elements used in this study include the necessity, constraints, objectives, and institutions involved where the respondents came from practitioner of POKLAHSAR Mina Sentosa, Fisheries departement Pasuruan Regency, Department of Industry and Commerce Pasuruan Regency, chairman of processing and fishery marketers association and academic. Result of ISM analysis indicated that total level of necessity element is 1, with key element result are product distribution, business management training, asset availability, technology that supports the production process and effective communication. Total level of constraints elemen are 2, with key element result is the drying process still manual. Total level of objective element is 3, with key element result is the continuity of raw materials of milkfish. Total level of instutional involved element is 1, with key sub-element are farmers, collectors / wholesalers, POKLAHSAR Mina Sentosa, Fisheries department and Department of Industry and Commerce Pasuruan Regency. The key sub-elements of the necessity and institutions are in the Lingkage sector, while the constraints and objectives are in the independent sector. Some efforts that can be do to improving the institutional supply chain include improving marketing, technology, and labor competence and maintaining the coordination of each institutional involved.
