Abstract
Pada skribsi ini, penulis mengangkat permasalahan kegiatan pelayanan persampahan oleh Kantor Lingkungan Hidup Kota Mojokerto. Pemilihan atas tema tersebut dilatar belakangi oleh sebab kurang optimalnya pelayanan persampahan di wilayah Kota Mojokerto yang mana masih banyaknya sampah rumah tangga yang kurang dapat di kelolah secara optimal baik di tempat pembuangan sampah akhir maupun di bank sampah oleh Pemerintah Kota Mojokerto yang mana hal tersebut di evaluasi oleh Kepala bank sampah induk Kota Mojokerto, Kantor Lingkungan Hidup Kota Mojokerto, serta Dinas Kebersihan dan Pertamanan Kota Mojokerto dengan menimbang pasal 19 ayat 1 Peraturan Daerah Kota Mojokerto Nomor 10 Tahun 2012 Tentang Penyelenggaraan Kebersihan dan Keindahan. Berdasarkan hal tersebut diatas, Penulis mengangkat rumusan permasalahan : (1) Bagaimana pelaksanaan Kantor Lingkungan Hidup Kota Mojokerto dalam mewujudkan kebijakan terkait kegiatan pengolahan sampah rumah tanggan di lingkungan Kota Mojokerto ? (2) Apa kendala yang dihadapi oleh Kantor Lingkungan Hidup Kota Mojokerto dalam pelaksanaan kebijakan terkait kegiatan pengolahan sampah rumah tangga ? Kemudian Penulisan skripsi ini menggunakan metode yuridis empiris dengan bahan hukum primer, sekunder dan tersier.yang mengkaitkan populasi dan sample dari data yang di teliti dan menggunakan teknik analisis deskriptif yang dapat memberikan gambaran umum penelitian serta memudahkan dalam penyajian secara sistematis untuk menjawab permasalahan yang telah di rumuskan Dari hasil penelitian dengan menggunakan metode tersebut diatas, penulis memperoleh jawaban atas permasalahan yang ada yakni ; Kantor Lingkungan Hidup Kota Mojokerto dalam melaksanakan tugas dan fungsinya telah sesuai dengan Peraturan Kota Mojokerto nomor 37 Tahun 2008 tentang Rincian Tugas Pokok Dan fungsi Kantor Lingkungan Hidup Kota Mojokerto yang mana telah melaksanakan kebijakan peningkatan sarana dan prasarana kualitas lingkungan dengan terwujudnya kegiatan penyediaan sarana dan prasana pengolahan sampah. Menindak lanjuti pelaksanaan tugas fungsi Kantor lingkungan hidup ditinjau dari pasal 19 ayat 1 Peraturan Daerah Kota Mojokerto Nomor 10 Tahun 2012 tentang Penyelenggaraan Kebersihan dan Keindahan, maka perlu adanya rencana kerja yang sistematis, credible, dan continue sehingga pelayanan kepentingan umum yang di sajikan oleh Kantor Lingkungan Hidup dalam kegiatan pengolahan sampah rumah tangga menjadi optimal. Sebab masihnya terdapat kekurangan dalam hal prosedur pelaksanaan terkait kegiatan pengolahan persampahan di wilayah Kota Mojokerto.
English Abstract
In this thesis, the authors raised the issue of solid waste services activities by the Office of Environmental Mojokerto. The selection of the theme background and therefore less optimal waste services in the city of Mojokerto which still many household waste less in processing optimally both in landfills or in waste banks by the Government of Mojokerto and that it is in evaluation Head of the waste bank holding Mojokerto, Office of Environment Living City Mojokerto, and the Department of Cleanliness and Urban Park Mojokerto in the light of article 19 paragraph 1 of Mojokerto Regional Regulation No. 10 Year 2012 on the Implementation of Cleanliness and Beauty. Based on the above, the author raised the formulation of the problem: (1) How is the implementation of office of Environment Living City Mojokerto in realizing policies regarding waste treatment activities within the home tanggan Mojokerto? (2) What are the constraints faced by office of Environment Living City Mojokerto in the implementation of policies related to activities of household waste? Then this thesis using empirical jurisdiction with primary legal materials, secondary and tersier.that linking population and sample of data in a careful and using descriptive analysis techniques that can give a general overview of the research as well as facilitate the presentation systematically to address issues that have been in formulate From the results of research using the above method, the authors obtain answers to existing problems namely; Office of Environment Living City Mojokerto in carrying out its duties and functions in accordance with Rule Mojokerto number 37 Year 2008 concerning details Main Duties and functions of the Office of Environment Living City Mojokerto which has implemented policies to improve the facilities and infrastructure of environmental quality with the realization of activities in the provision of facilities and infrastructures processing garbage. Follow up the implementation of the jobs and the functions of the environment in terms of article 19, paragraph 1 Regional Regulation Mojokerto Number 10 Year 2012 on the Implementation of Cleanliness and beauty, then the need for a systematic work plan, credible, and continue to service the public interest is served by the Office Environment living in a household waste processing activities to be optimal.Because there are deficiencies in the procedures related to the implementation of the waste treatment activities in the city of Mojokerto.
