Abstract
Permasalahan kemiskinan yang harus segera diatasi salah satunya dengan membentuk Badan Usaha Milik Desa (BUMDesa). Pada pelaksanaan program BUMDesa pasti mengalami kendala baik skala nasional maupun di Kabupaten Malang. Hal tersebut mengindikasikan bahwa pengelolaan BUMDesa selama ini belum maksimal. Untuk memaksimalkan pengelolaan BUMDesa diperlukan perekat diantara pengurus-pengurus dalam BUMDesa yang disebut social capital atau modal sosial. Jenis penelitian menggunakan metode deskriptif dengan pendekatan kualitatif. Analisis data menggunakan Miles, Huberman dan Saldana (2014) yang meliputi pengumpulan data, kondensasi data, penyajian data, dan penarikan kesimpulan. Berdasarkan analisis maka didapat hasil, bahwa pengelolaan BUMDesa Ageng dari aspek perencanaan sudah terpenuhi yang tercermin dalam AD/ART BUMDesa Ageng dan peogram kerja BUMDesa Ageng yang dibuat tiap tahunnya dan disertakan dalam LPJ tahunan BUMDesa Ageng; aspek pengorganisasian dilaksanakan secara fleksibel dan masih belum sesuai dengan tugas pokok dan fungsi yang tercantum AD/ART BUMDesa Ageng; aspek pengarahan dilakukan oleh Pemerintah Desa Ngroto (dari segi eksternal) dan ketua BUMDesa Ageng (dari segi internal); aspek pengawasan masih ada pengawas yang belum memahami tugas pokok dan fungsinya sehingga pengawasan tidak berjalan efektif. Peran social capital sangat penting dalam pengelolaan BUMDesa Ageng dengan adanya komponen social capital seperti kepercayaan, jaringan, dan norma akan menjamin keberlangsungan BUMDesa Ageng. Berdasarkan hasil penelitian diberikan beberapa rekomendasi dibuat musyawarah rutin dengan jenjang frekuensi disesuaikan dengan kesepakatan pengurus; diadakan musyawarah atau pertemuan khusus untuk membahas tugas pokok dan fungsi dan memberikan fasilitas kegiatan peningkatan sumberdaya manusia melalui kegiatan pelatihan dan bimbingan teknis; ketika pembentukan pengurus hendaknya dipilih orang-orang yang mampu dan mau belajar tentang tugas yang diembannya. Kesimpulan dari penelitian ini adalah peran social capital sangat penting dan erat kaitannya dengan pengelolaan BUMDesa Ageng yang terletak di Desa Ngroto Kecamatan Pujon Kabupaten Malang. Saran dari peneliti adalah pengurus harus benar-benar memahami AD/ART agar pengelolaan dapat dilaksanakan dengan maksimal.
English Abstract
The problem of poverty that must be addressed with forming Institutional Village Enterprises (BUMDesa). On the implementation of Institutional Village Enterprises program must have problem of national scale and Malang district. This indicates that the management of BUMDesa has not been maximal. To maximize the management of BUMDesa, adhesives are needed among the board in BUMDesa called social capital. This type of research used descriptive method with qualitative approach. Analysis of the data in this study using Miles, Huberman, and Saldana (2014), which includes data collection, condensation, data presentation, and conclusion. Based on the analysis, the result obtained that the management of BUMDesa from the planning aspect has been fulfilled reflected in AD/ART and the program of BUMDesa Ageng employed every year and included in the annual LPJ BUMDesa Ageng; Organizational aspects are carried out flexibly and still not in accordance with the main duties and functions of the AD / ART BUMDdesa Ageng; The guiding aspect was carried out by the Ngroto Village Government (from an external point of view) and the chairman of the Ageng BUMDES (internally); Supervisory aspects still have supervisors who do not understand the main task and function so that supervision does not run effectively. The role of social capital is very important in the management of Ageng BUMDesa with the existence of social capital components such as trust, network, and norms will ensure the continuity of BUMDESA Ageng. Based on the results of the research, several recommendations are made in the form of regular deliberation with the frequency level adjusted to the management agreement;special meetings to discuss main tasks and functions and provide facilities for human resource improvement activities through training activities and technical guidance; When the formation of administrators should be selected people who are able and willing to learn about the tasks it carries. The conclusion of this study is the role of social capital very important and closely related to the management of Institutional Village Enterprises located in the Ngroto village of Malang district. The advice from the researchers is members Institutional Village Enterprises should really understand about the regulation so management can be carried out more effectively.
