Abstract

The Village government is mandated to implement the development in the Village, while the factor of success in doing development depends on the extent of participation of the community to assist the Village government to expedite its development. To mobilize community participation requires a strategy, because a strategy provides a course of action and how an action should be done so that the desired goal can be achieved. So this research proposed to identify and describe the strategy of Village government to mobilize the community participation in every Village development process along with the supporting and inhibiting factors on it. This research used a descriptive method with qualitative approach, so the researcher acts as a data collector and as an active instrument in efforts to collect data in the field. Interviews were conducted with the Village Head, Village Secretary, the Head of the Village Consultative Body (BPD) and the Secretary of the Village Community Empowerment Institution (LPMD). The data analysis method used by the researcher is an interactive model by Miles, Huberman and Saldana (2014: 31-33) which conducted starting from data collection, data condensation, data display and drawing or verifying conclusion. The result shows the strategy of Pandanrejo Village government to mobilize the community participation in every development process, that is 1) involving the community and Village government institutions in the Village deliberations, 2) conducting programs and activities related to the community directly in the field of economy, law, religion, and health, 3) building the community trust, and 4) maximizing the potentials owned by the community. Besides, there are four forms of community participation in the Pandanrejo Village development, including participation in decision making, implementation, benefit of the results and evaluation, and also there are several supporting and inhibiting factors faced by Pandanrejo Village government in implementing its strategy. The supporting factors are including: the existence of community organizations and government institutions, and also the cost of regional government budget. While the inhibiting factors are including: educational factor, also the awareness and ability of the community to participate. In the implementation of the tasks of Village government in the field of development and community can be categorized successfully because they often go directly to the field to monitor or supervise any development activities in Pandanrejo Village.
