English Abstract
Production process has impact on the economic and social sectors, but also it has impact of environmental degradation. sugar mill production process brings negative impacts decreases quality of the environment. The various steps and procedures can be carried out to maintain or improve the quality of the environment. This condition occurs at Krebet village sub district Bululawang who suffered decrease an environmental quality resulted by production activity Krebet Baru sugar mill. According the Ministerial Regulation No. 13 in 2011 requires that the perpetrator of the industry that led to decrease quality of environment to pay external cost and willingness to accept (WTA) compensation. Same a boat with wishes of Krebet Baru sugar mill, They want to know the magnitude of external costs and compensation fund that is willing to be accepted by the society of the village of Krebet. Therefore, study of estimation external cost and willingness to accept (WTA) compensation due to pollution from industrial activity required to perform settings for more about the environment cost. The purpose of this research to know decrease environment quality that occurs around the industry, for estimating external costs and value of WTA caused by industrial activity, and to identify factors that affect the value of the WTA. This research method using contingent value method (CVM) to know magnitude the value of willingness to accept (WTA) of Krebet village society. Phases use of contingent value method method, among others, compiled a hypotethic market, acquiring the magnitudes of willingness to accept, estimation mean of willingness to accept, estimation willingness to accept an offer curve, determine total willingness to accept, and the evaluation implementation of the contingent value method. The interview questionnaire and charging is done by society who live in the sugar industry, Krebet Subdistrict Bululawang Malang is taken by the method of simple random sampling with the total number of respondents as many as 336 respondents. In this study also the use of multiple regression analysis to find out the factors that affect the magnitude of the value of the willingness to accept. The result of this research shows that the charges external every household per month is IDR 80.323 per kk per month .While in the agricultural sector is IDR 3.240.000 per year. Than the cost external every household , the average the value of WTA households per month higher, which is IDR 596.429 per kk per month. There were four factors that influence value wta significantly namely the levels of education, the distance between their houses from the industry, economic growth caused by water pollution, and have not in an effort to to replace the environment quality. One factor that not had have real impact in value wta the air quality.
