Abstract

PG. Djombang Baru adalah sebuah pabrik yang mengolah tebu menjadi gula. PG. Djombang Baru memiliki masalah dalam proses produksi yaitu adanya jam berhenti mesin yang tinggi terutama pada stasiun gilingan akibat adanya risiko operasional. Risiko operasional adalah risiko yang timbul karena kegagalan dari proses internal, manusia, sistem atau dari kejadian eksternal. Contoh kejadian risiko operasional pada stasiun gilingan untuk kategori internal yaitu pisau cane cutter patah, kategori risiko manusia yaitu pekerja lalai melakukan pekerjaan tidak sesuai standard operational procedure sehingga operasional mesin tidak sempurna, kategori risiko sistem yaitu mesin berumur tua, dan kategori risiko eksternal yaitu bahan baku tebu datang terlambat. Kejadian-kejadian risiko operasional tersebut berdampak pada adanya jam berhenti mesin pada stasiun gilingan. Oleh karena itu, dibutuhkan analisis risiko operasional pada stastiun gilingan dengan cara identifikasi, pengukuran dan penanganan risiko untuk mengurangi dampak dari kejadian risiko. Pada penelitian ini, pengelolaan risiko operasional pada stasiun gilingan dilakukan dengan menggunakan metode House of Risk (HOR). HOR diaplikasikan untuk memitigasi risiko yang muncul dengan cara mengidentifikasi kejadian dan penyebab risiko, memprioritaskan penyebab risiko dan merancang strategi penanganan. Dalam tahap identifikasi kejadian dan penyebab risiko operasional dilakukan dengan bantuan Risk Breakdown Structure (RBS). Pada HOR fase 1 dilakukan perhitungan aggregate risk potential (ARP) dan merancang strategi penanganan risiko berupa tindakan pencegahan dan pada HOR fase 2 dilakukan perhitungan effectiveness to difficulty (ETDk) untuk mengetahui ranking prioritas dari strategi penanganan yang paling efektif dan mudah untuk diterapkan di perusahaan. Hasil penelitian ini yaitu teridentifikasi 30 kejadian risiko operasional. Berdasarkan kejadian risiko operasional yang teridentifikasi, diperoleh 31 penyebab risiko operasional. Dipilih tujuh penyebab risiko operasional prioritas yang memiliki nilai ARP tertinggi untuk diberikan strategi penanganan berupa rekomendasi tindakan pencegahan. Tujuh penyebab risiko operasional prioritas tersebut adalah beban umpan tebu terlalu berat (overload), beban umpan tebu tidak stabil, rantai dengan sprocket tidak kencang/kendur, rantai dengan sprocket tidak inline, rantai tersumbat ampas, baut disc pisau cane cutter tidak kencang/kendur dan pisau cane cutter fatique. Tindakan pencegahan yang direkomendasikan antara lain mengadakan pelatihan (training) operator, pengadaan alat ukur berat tebu, menetapkan waktu dan jadwal petugas inspeksi rutin, implementasi autonomuos maintenance, dan menetapkan frekuensi pergantian komponen.

English Abstract

PG. Jombang Baru is a factory that process sugar cane into sugar. Due tue operational risk, PG. Jombang Baru experience a problem regarding high engine stop hours during production process especially at the milling station. Operational risk is the risk arising from the failure of internal processes, people, systems or external events. Operational risk arises from failure of internal processes, people, system or external events. Examples of operational risk within milling station caused by each factors mentioned above were disscussed in this research. An example of operational risk event which is caused by internal process within milling station includes broken cutter knife. Other than that, operational risk event caused by human factor is workers who fail to follow the standard operational procedure causing an incorrect machine operation. Followed by operational risk event caused by factors within the system which is usage of old machine. Last is operational risk event caused by external factor is late arrival of raw sugarcane material. These observed examples had an impact on the machine stopping (clock/time) at the milling station. Therefore, an operational risk analysis is required on the milling station by identifying, measuring and managing risks to reduce the impact of risk events. In this research, operational risk management at milling station was done by using House of Risk (HOR) method. HOR was applied to mitigate the risks that arise by identifying the events and agents of risk, prioritizing the agents of risk and designing the handling strategy. Event and agent of operational risk identification were done by using Risk Breakdown Structure (RBS). On the first phase of HOR, aggregate risk potential (ARP) were calculated and risk management strategy were designed in the form of preventive action. The second phase were done by calculating the effectiveness to difficulty (ETDk) ratios to determine priority ranking of the effective and easy-to-apply strategy in the company. The result of this research was identifying 30 operational risk events. After that, based on identified operational risk events, 31 operational risk agents were identified. Seven priority which agent operational risks which had the highest ARP value were selected to create strategy action in the form of preventive action recommendations. The seven agents of operational risk priority were overload, unstable feed load, chain with untight/loose sprocket, chain with unline sprocket, chains clogged dregs, untight/slacked cane cutter handlebar hook and fatique cane cutter knives. The recommended preventive measures include, conducting operator training, procurement of sugarcane weight gauge, setting the time and schedule of routine inspectors, autonomous maintenance implementation, and set frequency of component turnover.
