Abstract
Penelitian tentang kerjasama antar daerah “Intergovermental Cooperation” Pemerintah Kota Malang dan Kota batu dalam pemenuhan kebutuhan air bersih sudah terjalin sejak lama. Hal ini merupakan agenda yang dilaksanakan oleh kedua pemerintah untuk menjamin ketersediaan air bersih bagi masyarakatnya penjalanan kerjasama sendiri tak selamanya berjalan dengan mulus banyak halangan. Beberapa gejolak yang terjadi didalamnya seperti yang baru-baru ini terjadi dimana telah terjadi pemutusan sepihak terhadap sumber air yang dikerjasamakan oleh pemerintah Kota Batu. Dengan pemaparan tersebut peneliti memutuskan untuk mengetahui bagaimana peroses kerjasama antar pemerintah Kota Malang dan Kota Batu serta menemukan dan memahami kendala apa saja yang terjadi selama pelaksanaan kerjasama tersebut. Dengan mengnggunakan penelitian kualitatif dengan metode deskriptif, sumber data yang digunakan adalah data primer dan data sekunder. Analisis data pada penelitian ini, peneliti mengacu pada metode yang dikemukakan oleh Miles, Huberman dan Saldana yaitu berdasarkan model interaktif. Hasil dari penelitian ini menunjukan bagaimana peroses kerjasama yang dilakukan oleh kedua daerah mulai dari awal perencanaan kerjasama, perumusan akta kerjasama, kesepakatan antar kepada daerah hingga pelaksanaannya. Kemudian dari proses itu juga di ketahui bahwa jenis kerjasama yang digunakan Kota Malang dan Kota batu adalah Kerjasama yang bersifat Fee service contracts. Berlanjut kepada kendala yang ditemui dalam proses kerjasama adalah regulasi yang kurang jelas, database yang tidak mumpuni, serta gab sumberdaya alam yang terpaut jauh antara Kota Malang dan Kota Batu sehingga menimbulkan dominasi dalam pengambilan keputusan dan berujung kepada egoisme kedaerahan. Dari kendala itu sendiri kerjasama ini tidak memenuhi spesifikasi prinsip-prinsip kerjasama yang baik karna akhirnya pemerintah daerah tidak berkerjasama melainkan hanya melakukan transaksi jual beli sumberdaya alam yang ada. kesimpulan dari penelitian ini ialah kerjasama yang dilakukan belum memenuhi prinsip-prinsip kerjasama yang baik dan hanya sebatas akad jual beli semata seharusnya pemerintah berkerjasama dengan berlandaskan pada prinsip-prinsip kerjasama. Saran dari penelitian ini peneliti memberikan saran agar dibuat sebuah kebijakan yang melahirkan sebuah lembaga yang berisikan perwakilan kedua pemerintah untuk menangani kerjasama air bersih ini agar nantinya akan terjadi sharing keilmuan serta transfer teknologi antar kedua daerah sehingga akan terhindar dari keegoisan kedaerahan.
English Abstract
The Research on inter-regional cooperation "Intergovermental Cooperation" Malang City Government and City of Batu in clean water supply has been established for a long time. This is an agenda undertaken by the two governments to ensure the availability of clean water for the community's own cooperation is not always running smoothly many obstacles. Some of the flaming that occurred in it as recently happened where there has been a unilateral severing of the water source which is cooperated by the government of Batu City. With the exposure of the researchers decided to know how peroses cooperation between the government of Malang and Batu City and to find and understand what constraints that occur during the implementation of such cooperation. By using qualitative research with descriptive method, data source used is primary data and secondary data. Analysis of the data in this study, the researcher refers to the method proposed by Miles, Huberman and Saldana is based on an interactive model. The results of this study show how the peroses of cooperation conducted by the two regions starting from the beginning of cooperation planning, the formulation of cooperation deeds, agreements between regions to the implementation. Then from the process it is also known that the type of cooperation that is used in Malang City and Batu City is Cooperation which is Fee service contracts. Continued to the obstacles encountered in the process of cooperation are less clear regulations, databases are not qualified, and gab natural resources are far adrift between the City of Malang and Batu City so as to lead to dominance in decision making and lead to the Selfishing local goverment. Of the constraints, this cooperation does not meet the specifications of the principles of good cooperation ended because local governments are not cooperate but only buy and sell the existing natural resources. Conclusions of this study is the cooperation undertaken not meet the principles of good cooperation and purchase contract was limited to only cooperate with the government should be based on principles of cooperation. Reccomendation from this research suggestion give suggestion to make a policy which give birth an institute which contains representation of both government for this combination of clean water cooperation so that will soon share scholarship and technology transfer between two area so that will avoid from selfishness of regionalism.
