Abstract

Di Kota Pasuruan usaha yang tergolong UMKM Merupakan usaha yang tergolong masih rendah yang harus dibina. Permasalahan pada UMKM Kota Pasuran yaitu belum dapat meningkatkan pemasaran dan produksinya. Karena hal tersebut yang menyebabkan produk Kota Pasuruan kurang berkembang dan kurang dikenal oleh masyarakat luar. Kota Pasuruan sendiri masih belum memiliki ciri khas lokal yang terbentuk melalui UMKM hal ini mengakibatkan Kota Pasuruan mengalami ketertinggalan dari kota lain. Pelaksanaan pasal tersebut belum ekeftif karena belum terdapatnya peningkatan produksi dan pemasaran sehingga menyebabkan tidak berkembangnya UMKM dan tidak terdapatnya ciri khas lokal. Kendala yang dihadapi dalam pelaksanaan tersebut adalah kurangnya SDM pelaku usaha, rendahnya kualitas produk UMKM, pemasaran yang masih tradisional, banyak UMKM yang masih belum memiliki izin, masalah modal bagi pelaku UMKM, kurangnya pegawai dari Dinas Koperasi, Perindustrian dan Perdagangan, tidak adanya Perda tentang UMKM. Upaya dalam menangani kendala tersebut adalah meningkatkan target berdasarkan program dan kegiatan hasil renstra sehingga pelaku UMKM berdasarkan tipe jenis UMKM-nya, melaksanakan program pelatihan secara rutin untuk menyempurnakan kualitas produk, pemasaran produk secara online, mempermudah pembuatan izin UMKM dan pendampingan dalam melakukan izin usaha, memberikan bantuan khusus berupa dana maupun akses pinjaman ke bank, penambahan pegawai baik tenaga tetap maupu tenaga pendukung, menyusun Peraturan Daerah khusus terkait dengan UMKM Simpulan dari penelitian ini adalah bahwa UMKM Kota Pasuruan belum dapat meningkatkan pemasaran dan hasil produksinya, sehingga hal itu berpengaruh pada UMKM Kota Pasuruan kurang berkembang dan banyak belum dikenal di kalangan masyarakat luas. Maka dari itu pelaksanaan pasal 14 Huruf F Peraturan Walikota Pasuruan No 60 Tahun 2011 belum efektif berdasarkan teori efektivitas hukum menurut Soerjono Soekamto.

English Abstract

In Pasuruan businesses classified as SMEs is a business that is still low which must be nurtured. Problems on City of Pasuran SMEs are unable to increase marketing and production. Because it is that causes the product Pasuruan less developed and less known by the public outside. Pasuruan City itself still has no local characteristics formed by MSMEs this resulted in Pasuruan lagging behind from another city. Implementation of this Article has not been effective because it has not the presence of an increase in production and marketing, causing no growth of SMEs and the absence of local characteristics. Obstacles encountered in the implementation of these is the lack of human resources business people, the poor quality of SME products, marketing is still traditional, many SMEs still do not have a license, the issue of capital for SMEs, the lack of an employee of the Department of Cooperatives, Industry and Trade, the absence of legislation on MSMEs. Efforts to overcome the problem is to increase the target based on the programs and activities of the results of the strategic plan so that SMEs based on the type of type of SMEs her, running training programs on a regular basis to enhance product quality, marketing products online, simplify the manufacturing license of SMEs and the facilitation of the business license, provide special assistance in the form of funds and access to bank loans, additional staff both permanent personnel and support personnel, drafting regional regulations specifically related to SMEs Conclusions from this research is that SMEs Pasuruan unable to increase marketing and products, so it has an impact on SMEs Pasuruan underdeveloped and many unknown among the general public. Thus the implementation of article 14 Letter F Pasuruan Mayor Regulation No. 60 Year 2011 have not been effective based on the theory of the effectiveness of the law according to Soerjono Soekamto.
