Abstract
Pada studi ini akan membahas penetapan harga air bersih dengan adanya sistem penyediaan air bersih di Desa Sukolilo Kecamatan Prigen Kabupaten Pasuruan. Desa Sukolilo memiliki penduduk paling rendah serta akan membeli harga air dengan biaya cukup besar tiap bulannya ke daerah instansinya yaitu PDAM Pandaan. Hal ini tentu sangat membebani kehidupan masyarakat dengan kondisi ekonomi yang tergolong rendah dan banyak masyarakat yang bekerja sebagai petani. Dapat diketahui total debit yang tersedia dari mata air sumber Petung yaitu 27,82 l/dtk dan berdasarkan analisa hasil perhitungan diketahui bahwa besar total debit yang ada harus bisa melayani 90% kebutuhan penduduk untuk Desa Sukolilo. Berdasarkan hasil perhitungan besarnya biaya yang dikeluarkan untuk perencanaan sistem penyediaan air bersih ini adalah Rp. 1.560.380.197 untuk biaya modal dan Rp. 805.199.049 untuk biaya operasional pemeliharaan. Sehingga didapat biaya total sebesar Rp. 2.365.579.247. Berdasarkan tingkat suku bunga sebesar 7% didapatkan nilai rasio biaya manfaat (B/C) sebesar 1,218, selisih biaya manfaat (B-C) sebesar Rp. 514.896.879,00, tingkat pengembalian internal (IRR) 10,521% dan analisa sensivitas biaya naik 10% dan manfaat turun 10% yang dianggap paling sensifitif terhadap nilai biaya dan manfaat. Untuk payback periode pada tahun ke 4,9 ini menandakan bahwa setelah tahun ke 4,9 keuntungan tahunan air bersih dapat mengembalikan modal. Harga air minimal berdasarkan analisa ekonomi adalah sebesar Rp. 2.566 /m³.
English Abstract
In this study will discuss the determination of clean water prices with the presence of clean water supply system in Sukolilo Village, Prigen District, Pasuruan Regency. Sukolilo village has the lowest population and will buy the price of water with a considerable cost each month to the instantiation of the PDAM Pandaan. This is certainly very burdensome people's lives with low economic conditions and many people who work as farmers. It can be seen that the total discharge available from the spring of Petung source is 27.82 l / s and based on the analysis of the calculation result, it is known that the total of the total discharge must be able to serve 90% of the population requirement for Sukolilo Village. Based on the calculation of the amount of costs incurred for the planning of water supply system is Rp. 1,560,380,197 for capital cost and Rp. 805.199.049 for maintenance operational costs. So the total cost of Rp. 2,365,579,247. Based on the interest rate of 7% obtained value of benefit cost ratio (B / C) of 1.218, difference in cost benefit (B-C) of Rp. 514,896,879.00, internal rate of return (IRR) 10,521% and cost sensitivity analysis up 10% and 10% down benefit considered most sensitive to cost and benefit value. For payback period in year 4.9 this indicates that after year 4.9 annual profit of clean water can return capital. The minimum water price based on economic analysis is Rp. 2.566 /m³.
