Abstract

Klampis Reservoir is the largest reservoir in Sampang Regency with the main objective of providing irrigation water. As the name implies, Klampis Reservoir is located at Klampis river, precisely located at the coordinates of 7o 06 '28' 'South Latitude and 113o 13' 14'' East Longitude. This reservoir has a catchment area of 47 km2, while the wide area inundation of normal condition is 2,44 km2, and the maximum condition reaches 3 km2, with a total capacity of 10 million m3, which is used for Irrigation Area 2603 ha. However, so far the Water Resources Official Kabupaten Sampang as the authorized institution for the management of the Klampis Reservoir and its irrigation network currently has no information and data to support continuous monitoring, evaluation and planning in order to ensure continuity of irrigation network operation of the Klampis Reservoir. It is necessary to study optimization, by optimizing the operation based on the Reservoir is expected to get a release rule based on the optimal Reservoir Block. One of the optimization methods to solve the problem is by Genetic Algorithm method which is one of Stochastic program method. This study is focused on improving the performance of reservoirs based on reservoir storage, with objective function to increasing the production value of planting. In order to optimize the process using Genetic Algorithm method this study use Excel spreadsheet program from Microsoft Office 2007 version (or abbreviated as MS-Excel 2007 or MS Excel only). The MS Excel 2007 program is a spreadsheet program that consists of multiple worksheet for visual interface and Macro procedures with Visual Basic to control the course of the program. From the results of operation based on reservoir storage simulation which is simulated during 11 years from 2004-2014, it obtained the average of Klampis irrigation fulfillment is 80,40 % fulfillment with coverage irrigation area is 2603 acre, and the average production value is 12.94 billion rupiah. From those result, then performing optimization process by using Genetic Algorithm method with the objective function to increase average production value on irrigation area. This optimization process centers on release rule based on Reservoir Storage as a chromosoms and the average production value as the objective/performance function. After finishing the optimization, the minimum irrigation demand fulfillment increase to 80.70% and the average production increase to 14.05 billion rupiah. From the finished optimization process, it expected to give an overview of the optimal operation guidance of Pejok Reservoir.
