Abstract

Kebijakan pemerintah yang dituangkan dalam Instruksi Presiden Nomor 3 Tahun 2003 tentang Kebijakan dan Strategi Nasional Pengembangan E-Government dan Keputusan Menteri Komunikasi dan Informasi Nomor 57 Tahun 2003 tentang Panduan Penyusunan Rencana Induk Pengembangan E-Government menuntut KPU Jatim untuk memberikan kualitas pelayanan website yang baik kepada masyarakat. E-Government dirancang sebagai tempat terjadinya interaksi antara pemerintah dengan masyarakat sehingga masyarakat menjadi bagian penting di dalam berfungsinya E-Government. Kepuasan masyarakat terhadap website KPU Jatim merupakan hal penting demi terwujudnya E-Government yang baik. Penelitian ini bertujuan untuk mengetahui pengaruh kualitas website terhadap User Satisfaction menggunakan metode teknik analisis regresi linear berganda dan WebQual 4.0 yang terdiri dari Usability, Information Quality, dan Service Interaction Quality. Dari 3570 populasi, didapatkan 97 sampel minimal berdasarkan perhitungan rumus Slovin kemudian didapatkan 105 sampel responden dengan menggunakan kuesioner yang telah lolos uji Validitas dan Reliabilitasnya. Berdasarkan hasil dari penelitian didapatkan Usability, Information Quality, dan Service Interaction Quality berpengaruh secara simultan terhadap User Satisfaction. Dimensi Information Quality dan Service Interaction Quality secara parsial berpengaruh terhadap User Satisfaction. Sedangkan Usability merupakan satu-satunya faktor yang tidak berpengaruh terhadap User Satisfaction.

English Abstract

Government policy has decided in Presidential Instruction No. 3 of 2003 on National Policy and Strategy of E-Government Development and Decree of Minister of Communication and Information Number 57 Year 2003 concerning Guideline of Development of Master Plan of E-Government Development are demanding KPU Provinsi Jawa Timur to provide good service website quality to the public people. E-Government is designed as a site of interaction between the Government with the people, so that the public people is an important part in the functioning of E-Government. Public people satisfaction with KPU Jatim website is important for the realization of good E-Government. This study aims to determine the influence of website quality on user satisfaction using multiple linear regression statistik and the WebQual 4.0 method consisting of Usability, Information Quality, and Service Interaction Quality. From 3570 population, got 97 sample minimum based on calculation of Slovin formula then got 105 sample respondents by using questionnaires that have passed the test of Validity and Reliability. Based on the results of the study obtained Usability, Information Quality, and Service Interaction Quality affect simultaneously to User Satisfaction. Dimensions of Information Quality and Service Interaction Quality partially affect the User Satisfaction. Usability is the only factor that does not affect the User Satisfaction
