Abstract

Kemiskinan merupakan masalah utama di setiap negara termasuk Indonesia. Masalah kemiskinan dapat dikurangi melalui pemberdayaan Usaha Mikro Kecil Menengah (UMKM). UMKM menggunakan sumberdaya lokal sebagai bahan baku produksi. UMKM berperan dalam menyediakan lapangan pekerjaan, mengurangi pengangguran, dan mengurangi tingkat kemiskinan. Kabupaten Simalungun merupakan salah satu wilayah administratif di Provinsi Sumatera Utara dengan tingkat kemiskinan yang tinggi, tetapi memiliki potensi daerah yaitu UMKM dan sektor pertanian yang dapat dikembangkan. Oleh karena itu, perlu adanya rekomendasi pemberdayaan UMKM dengan memanfaatkan potensi sektor pertanian yang ada. Penelitian ini bertujuan untuk menganalisa pengaruh UMKM terhadap kemiskinan di Kabupaten Simalungun. Metode yang digunakan dalam penelitian ini yakni analisis regresi spasial untuk menganalisa pengaruh variabel UMKM terhadap kemiskinan, kurva receiver operating characteristic (ROC) untuk memvalidasi ketepatan model, analisis location quotient (LQ) untuk mengidentifikasi komoditas basis, dan analisis LISA (local indicator of spatial association) untuk menentukan komoditas dan lokasi kecamatan yang berpotensi membentuk pola kerjasama regional. Hasil penelitian ini menunjukkan bahwa nilai r-square pengaruh UMKM terhadap kemiskinan sebesar 79,02% dengan variabel yang signifikan yaitu jumlah pengangguran, jumlah UMKM, upah pekerja, dan biaya bahan baku. Berdasarkan hasil kurva ROC, jumlah pengangguran terklasifikasi fair, jumlah UMKM dan biaya bahan baku terklasifikasi good, dan upah pekerja terklasifikasi excellent. Berdasarkan hasil analisis LISA, komoditas yang berpotensi membentuk pola kerjasama regional ialah jagung, kedelai, kacang tanah, ubi, nangka, ikan, wortel, kopi, cokelat, dan aren.

English Abstract

Poverty is one of main problems faced by every country, including Indonesia. One of the way to reduce poverty through empowerment of Micro Small Medium Enterprises (MSMEs). MSMEs uses local resources as raw materials. MSMEs provides jobs, reduce unemployment level, and decrease poverty level. Simalungun Regency is one of administrative areas in North Sumatera with high level of poverty, but it has local potential with the number MSMEs and agriculture sectors that can be expanded. Therefore, it’s an oppotunity to formulate recomendations based on Simalungun Regency potentials. This study aims to analyze the relationship of MSMEs to poverty. This study using some method, spatial regression was used to analyze the influance of the MSMEs variables to the poverty, overlay technique to validate the accuracy of the model, location quotient (LQ) analysis used to identify the LQ value of local commodities, and LISA analysis was used to determine the comodities and the sub-district location that have potential to do a regional cooperation. The result of this study shows that the value of r-square of the influance of the MSMEs variables to the poverty is 79,02% and the significant variables are unemployment, MSMEs, wage workers, and the cost of commodities. According to ROC curve results, unemployment classified fair, MSMEs and the cost of commodities classified good, and wage workers classified excellent. According to LISA, the local commodities that have potential to do a regional cooperation pattern are corn, soy, peanut, cassava, jackfruit, fish, carrot, coffee, cacao, and sugar palm.
