Abstract

Ujian Nasional di Indonesia dilaksanakan untuk mengevaluasi pencapaian standar kompetensi mata pelajaran Bahasa Inggris secara nasional. Saat penelitian ini dilaksanakan, Ujian Nasional terakhir pada Sekolah Menengah Pertama yang telah dilaksanakan di Indonesia adalah pada Tahun Ajaran 2015/2016. Ujian Nasional 2016 menggunakan dua irisan kurikulum, yaitu KTSP dan K13. Mengingat peran pentingnya dalam menentukan pencapaian siswa, validitas isi menjadi sebuah faktor penting dalam Ujian Nasional. Penelitian ini ditujukan untuk menemukan tingkat validitas isi dari butir-butir soal pada Ujian Nasional Bahasa Inggris 2016 untuk Sekolah Menengah Pertama. Penelitian ini menggunakan metode penelitian kualitatif yang bisa diklasifikasikan ke dalam analisis isi atau dokumen. Sumber data yang digunakan antara lain dua paket soal, silabus KTSP dan K13, kisi-kisi, dua orang guru Bahasa Inggris dari sekolah yang menggunakan kurikulum K13, dan dua orang guru Bahasa Inggris dari sekolah yang menggunakan kurikulum KTSP. Teknik yang diterapkan untuk mengumpulkan data adalah dokumentasi dan wawancara. Hasil penelitian menunjukkan bahwa pada silabus KTSP, sebanyak 21 kompetensi dasar diwakili oleh paket soal 1 dan 2 dengan 91,3% dikategorikan memiliki validitas isi yang baik. Pada silabus K13, sebanyak 37 kompetensi dasar diwakili oleh paket soal 1 dengan 40,7%, sedangkan sebanyak 42 kompetensi dasar diwakili oleh paket soal 2 dengan 46,1%, keduanya dikategorikan memiliki validitas isi yang kurang baik. Sebanyak 18 kisi-kisi diwakili oleh paket soal 1 dan 2, meskipun tidak terwakili secara seimbang. 100 butir soal cocok dengan kisi-kisi dan silabus KTSP, meskipun hanya 96 butir soal yang cocok dengan silabus K13, keduanya dikategorikan memiliki validitas isi yang baik. Materi yang telah dipelajari siswa secara umum telah diwakili oleh butir-butir soal dengan validitas isi yang baik, meskipun soal tersebut tidak bisa mewakili sampel mata pelajaran dengan baik.

English Abstract

National Examination in Indonesia is held to evaluate standard competency achievement of English nationally. As this research was being conducted, the latest National Examination for Junior High School in Indonesia was the one in the Academic Year of 2015/2016. It used two intersections of curriculum, namely KTSP and K13. Due to its significance in determining students’ achievement, content validity becomes an important factor in National Examination. This study was aimed to find out the degree of content validity of the test items on 2016 National Examination of English for Junior High School. This study used qualitative research design that could be classified as a content or document analysis. The data sources were two test item packages, KTSP and K13 syllabi, test indicators, two English teachers from school that used K13, and two English teachers from school that used KTSP. The techniques applied to collect the data were documentation and interview. The result showed that in KTSP syllabus, 21 basic competences were represented by test package 1 and 2 with 91.3% categorized as having good content validity. In K13 syllabus, 37 basic competences were represented by test package 1 with 40.7%, whereas 42 basic competences were represented by test package 2 with 46.1%, which were categorized as having average content validity. All 18 test indicators were represented by test package 1 and 2, but they were not represented fairly. 100 test items matched with the test indicators and KTSP syllabus, although only 96 test items matched with K13 syllabus, which were categorized as having good content validity. The materials learned by the students were generally represented by the test items with good content validity although the test items could not represent the sample of course content properly.
