Abstract
PT. PJB UP Brantas merupakan anak perusahaan PLN BUMN produsen listrik yang memasok kebutuhan listrik di Jawa Timur. PT. PJB UP Brantas terdiri dari 13 Pembangkit Listrik Tenaga Air (PLTA) dengan total kapasitas sebesar 281 MW dan di setiap masing-masing PLTA memiliki gudang penyimpanan spare part yang dikelompokkan menjadi 5 distrik. Permasalahan yang dihadapi PT PJB UP Brantas adalah terlalu banyak titik lokasi gudang spare part yang terpencar di 13 lokasi sehingga pihak perusahaan khususnya di bagian Inventory Control Catalouger dan Gudang mengalami kesulitan dalam controling gudang, pengiriman spare part ke PLTA yang sedang down tidak tepat waktu karena proses administrasi dan membutuhkan waktu yang lama dalam penerimaan laporan disebabkan letak gudang PLTA yang saling berjauhan, hal ini sering menyebabkan terjadinya distorsi informasi. Dari pihak perusahaan berencana membuat strategi baru yaitu sentralisasi gudang spare part di setiap distrik. Penelitian ini menggunakan metode Analytic Hierarchy Process (AHP). AHP digunakan dalam pengambilan keputusan dan menentukan bobot kriteria dan subkriteria yang berpengaruh dalam pemilihan lokasi gudang spare part. Setelah mendapatkan nilai bobot kriteria dan subkriteria, lalu melakukan pembobotan pada alternatif gudang pada tiap distrik. Setelah diketahui bobot alternatif setiap distrik, dilakukan analisa hasil pembobotan dan memberikan hasil gudang terpilih pada tiap distrik. Setelah mengetahui gudang terpilih, dilakukan perhitungan biaya transportasi sentralisasi dan desentralisasi. Hasil penelitian ini, kriteria yang berpengaruh dalam penentuan lokasi gudang spare part yaitu : karakteristik lokasi, biaya, kondisi transportasi, dan aksesibilitas. Subkriteria dari kriteria karakteristik lokasi yaitu: luas fasilitas, mudah dilihat, dekat area parkir, dan tingkat kenyamanan. Subkriteria dari kriteria biaya yaitu: biaya perawatan dan biaya tenaga kerja. Subkriteria dari kriteria kondisi transportasi yaitu: kestrategisan dan tingkat kemacetan. Subkriteria dari kriteria aksesibilitas yaitu : jarak ke kantor pusat PJB, jarak dengan jalan arteri, dan kedekatan dengan jaringan transportasi. Dari keseluruhan subkriteria yang paling berpengaruh dalam penentuan lokasi gudang yaitu subkriteria luas fasilitas, kemudian diikuti subkriteria dekat kantor pusat PJB dan kestrategisan. Subkriteria yang lain memiliki bobot dibawah 10% sehingga tidak terlalu berpengaruh dalam pemilihan lokasi gudang spare part. Hasil dari pembobotan alternatif yaitu pada distrik A yang terpilih sebagai gudang sentral adalah gudang Sutami, pada distrik B adalah gudang Wlingi, pada distrik C adalah gudang Tulungagung, pada distrik D adalah gudang Mendalan, dan pada distrik E adalah gudang Giringan. Hasil perhitungan biaya transportasi desentralisasi sebesar Rp.7.057.640 dan biaya sentralisasi sebesar Rp. 3.920.830 Sehingga, strategi sentralisasi dapat menurunkan biaya transportasi sebesar 44,4% lebih rendah.
English Abstract
PT. PJB UP is a company that is under controlled by the PLN BUMN, the manufacturers of electricity that is supplied the electricity needs in East Java. PT. PJB UP Brantas is consists of twelve Hydroelectric Power Plants (PLTA), with the total capacity are 281 MWs and on each Hydroelectric Power Plants has its own spare part warehouse that is grouped to become five districts. The problem that is faced by the PT. PJB UP is that many of the location spot of the spare part warehouses that are scattered in twelve locations. So, the company, especially in the Inventory Control Catalouger and the Warehouse Controller had a difficulty in controlling the warehouse. The spare part delivery to the Hydroelectric Power Plants that was down, was not on time because the administration process and it takes a time in receiving report that is caused by the distant of the Hydroelectric Power Plants warehouses. This is often caused the distortion of information from the company that is planning to make a new strategy that is centralization of the spare part warehouse on each district. This research used an Analytic Hierarchy Process (AHP). AHP was used in taking the decisions and in determining the weight of the criteria and the subcriteria that influenced in choosing the location of the spare part warehouses. After getting the weight of criteria and the subcriteria, the writer did the weighting on the alternative warehouse in every districts. After the writer knew the weight of criteria in every district, the writer analyzed the result of the weighting and gave the result warehouse that chosen on each district. After that, the writer calculated transportation cost of centralization strategy and will be compared with transportation cost of decentralization. The result of this research is criteria that influenced in determining the location of the spare part warehouses were the characteristic location, the cost, the condition of the transportations and the accessibility. The subcriteria on the characteristic of the location criteria were size of facilities, visibility of site, nearness to car parking, and the convenience for access. The subcriteria from the cost criteria were the maintenance cost and the cost of resource. The subcriteria from the condition of the transportations were the attainment of the favorable position and the degree of traffic. The subcriteria from the accessibility criteria were the distant to the PJB head office, the distant with the highway and the closeness with the transportations network. From all of the subcriterias, the most influences subcriteria in determining the location of the warehouse was the size of the facilities subcriteria, and followed by the closeness with the PJB head office and strategically. Another subcriteria had weight under 10%, so it did not influence in choosing the spare part warehouse. The result of the weighting alternative was in the district A that was chosen as the warehouse central was Sutami warehouse, in the district B was Wlingi warehouse, in the district C was Tulungagung warehouse, in the district D was Mendalan warehouse, and the district E was Giringan warehouse. The result of calculation transportation cost of decentralization is Rp. 7.057.640 and transportation cost of centralization is Rp. 3.920.830 so, centralization strategy had decreased transportation cost up to 44,4%.
