Abstract

Permasalahan atau isu strategis sering dialami oleh daerah di Indonesia, salah satunya di Kabupaten Ponorogo. Terdapat isu strategis daerah yang dihadapi oleh Kabupaten Ponorogo, salah satunya pada bidang infrastruktur di kawasan perkotaan. Permasalahan yang dihadapi berupa kondisi saluran drainase dan trotoar yang tidak memadai serta mengalami kerusakan. Karena hal ini, maka dirumuskan program peningkatan saluran drainase dan trotoar, salah satunya di Jalan Gajah Mada. Tujuan dari penelitian ini adalah menjelaskan implementasi program peningkatan saluran drainase dan trotoar perkotaan di Jalan Gajah Mada menggunakan model kesesuaian implementasi oleh David C. Korten. Lokasi dalam penelitian ini adalah Jalan Gajah Mada Bangunsari, Kecamatan Ponorogo, Kabupaten Ponorogo, Jawa Timur. Penelitian ini menggunakan metode studi kasus dengan pendekatan kualitatif. Jenis dan sumber data pada penelitian ini adalah data primer dan data sekunder. Pengumpulan data dilakukan melalui tahapan observasi, wawancara, dan dokumentasi. Analisis data dilakukan melalui kondensasi data, penyajian data, penarikan kesimpulan & verifikasi data. Hasil penelitian ini menunjukkan bahwa keberhasilan implementasi program peningkatan saluran drainase dan trotoar di Jalan Gajah Mada dipengaruhi oleh adanya kesesuaian antara ketiga elemen, yaitu program, organisasi pelaksana, dan kelompok sasaran. Ketiga elemen ini telah terpenuhi dengan adanya kesesuaian program dengan kebutuhan kelompok sasaran, kemampuan organisasi pelaksana dengan kualifikasi program dan ekspresi kebutuhan kelompok sasaran yang berhasil dipenuhi oleh organisasi pelaksana. Keberhasilan dari program ini dipengaruhi oleh faktor pendukung berupa penerimaan masyarakat yang baik terhadap program dan telah tersedianya sumber daya seperti anggaran, tenaga teknis maupun lapangan, dan material yang sudah sesuai dengan spesifikasi. Namun juga terdapat beberapa faktor penghambat seperti diperlukan adanya pemotongan pohon eksisting, pembongkaran teras yang menjorok ke arah trotoar, dan adanya perbedaan pemahaman antara masyarakat dan juga organisasi pelaksana. Keberhasilan program ini masih memiliki kekurangan berupa belum tersedianya lahan parkir yang sesuai sehingga menimbulkan adanya kemacetan pada arus lalu lintas dan belum adanya pengaturan tata letak kawasan yang baik sehingga masih adanya area yang terkesan tidak rapi karena adanya PKL.

English Abstract

Strategic problems or issues are often experienced by regions in Indonesia, one of which is in Ponorogo Regency. There are regional strategic issues faced by Ponorogo Regency, one of which is in the field of infrastructure in urban areas. The problems faced are in the form of inadequate and damaged drainage channels and sidewalks. Because of this, a programme to improve drainage channels and sidewalks was formulated, one of which is on Jalan Gajah Mada. The purpose of this research is to explain the implementation of the urban drainage channel and sidewalk improvement programme on Jalan Gajah Mada using David C. Korten's implementation suitability model. The location in this research is Jalan Gajah Mada Bangunsari, Ponorogo District, Ponorogo Regency, East Java. This research uses a case study method with a qualitative approach. The types and sources of data in this research are primary data and secondary data. Data collection was carried out through the stages of observation, interviews, and documentation. Data analysis was conducted through data condensation, data presentation, conclusion drawing & data verification. The results of this study show that the successful implementation of the drainage channel and sidewalk improvement program on Jalan Gajah Mada is influenced by the compatibility between the three elements, namely the program, the implementing organisation, and the target group. These three elements have been fulfilled by the suitability of the program with the needs of the target group, the ability of the implementing organisation with the qualifications of the program and the expression of the needs of the target group that have been successfully met by the implementing organisation. The success of this programme was influenced by supporting factors such as good community acceptance of the programme and the availability of resources such as budget, technical and field personnel, and materials that are in accordance with specifications. However, there were also several inhibiting factors such as the need to cut existing trees, demolition of terraces that overhang the sidewalk, and differences in understanding between the community and the implementing organisation. The success of this programme still has shortcomings in the form of the unavailability of suitable parking spaces that cause congestion in traffic flow and the absence of a good layout of the area so that there are still areas that seem untidy due to the presence of
